    The Prince George's County Government Department of the Environment is seeking qualified applicants to fill a Refuse Collection Inspector I/II position, grade A10/A12 , within its Resource Recovery Division.


    About the Position:


    This is an entry-level inspection and code enforcement position which ensures compliance with codes, ordinances and contracts governing the collection/ disposal of refuse, yard waste and recyclables by county contractors and county forces.

    Incumbents, under general supervision, perform the full range of refuse collection assignments within the context of established Departmental policies/procedures while establishing and maintaining effective working relationships with contractors, homeowners and the general public.

    This position is designated 'essential' as defined in the DoE Personnel Procedure 110.4.

    Examples of WorkWhat You'll Do :

    Makes daily on-site field inspections of the refuse, recycling, and organics collection activities and operations of county refuse collection contractors, county refuse collection forces, and homeowners (the public) to determine compliance with the solid waste ordinances and applicable contract specifications.

    Addresses all 311 Service Requests assigned and successfully updates and closes cases by resolving refuse collection complaints and disputes, between the homeowners and the refuse collection contractor serving the area, by investigating the specific nature of the circumstances provoking the complaint/dispute, which includes obtaining relevant information and proposing adequate solutions to the problem.

    Coordinates with contractors, inspectors, and other Agencies, e.g., Department of Permitting, Inspections, and Enforcement, Public Works & Transportation, Police, Office of Finance, Sheriff, Health Department, the Office of Law, etc., to ensure that appropriate actions are taken to assist in the resolution of refuse collection matters.

    Updates the listing of residences within assigned county contract areas by using data obtained from the data reporting system and manually or electronically completes and submits forms to the Refuse Collections Supervisor, to add new residents to the County's collection program.

    Investigates and enrolls qualified senior citizens and or disabled residents with on-premise collection services.
    Delivers trash, recycling, and or organic carts to residents.

    Gathers relevant information and data through approved agency procedures (e.g., interviews, direct observation, on-site field visits, photographs, research of records and documents, etc.), as part of the investigative process which will assist in the resolution of complaints filed by complainants following established codes, policies, and procedures.

    Samples refuse brought into county permitted landfills by the commercial refuse carrier, to determine the origin of the refuse and to determine if it complies with county ordinances.

    Makes inspections of multifamily, commercial and industrial properties, business interior and exterior, to assess recycling needs and to assist owners/managers in developing programs for implementation.

    Monitors the implementation of business and multifamily recycling plans and introduces ideas to promote recycling, and to ensure that recycling receptacles and proper disposal of recyclables at the recycling facility are compliant with Prince George's County Codes.

    Performs recycling inspections, assists owners, managers, and/or employees with setting up recycling programs.
    Maintains recycling plans and files on multifamily, commercial, and industrial properties.

    Discusses the nature of complaints with complainants to determine if there are violations of applicable codes (e.g., Solid Waste, County Collection regulations).Provides recycling education materials to citizens and business owners and staff members.

    Brings to the attention of the Refuse Collections Supervisor cases of non-compliance that may require the intervention and/or legal action of the Refuse Collections Supervisor, Deputy Associate Director, or Associate Director.

    Works closely with a Senior Inspector, with knowledge of the process, prepares and submits written information to supervisor for use in preparing responses to elected officials, citizens, and citizen groups/associations regarding refuse collection/disposal matters.

    Works closely with a Senior Inspector to maintain records and files of code case documentation and chronology of case actions, to provide information for potential use in court hearings or appeal cases.

    Records and tracks visits to multifamily, commercial industrial properties, and interior businesses; documenting recycling, polystyrene, and straw violations for potential court proceedings.

    Maintains and operates vehicles/equipment following established departmental rules and regulations.

    Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description; but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

    MINIMUM QUALIFICATIONS:


    Graduation from high school or equivalent plus six (6) months public contact experience in community services occupations and customer service.

    A valid Maryland State driver's license is required upon appointment.
    An equivalent combination of education, training, and experience will be considered.

    EACH APPLICANT MUST INCLUDE INFORMATION WHICH CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION .PREFERRED QUALIFICATIONSAssociate degree in business management, business administration or a related subject.


    Additional InformationCONDITIONS OF EMPLOYMENT :
    Upon selection, the candidate must:Meet all training and performance standards and demonstrate proficiency as required by the agency. Wear and use agency protective apparel and equipment in the performance of their assigned duties.

    Participate as an 'Essential' employee in the department's snow and ice control program and other emergency or special activities as assigned.

    Some knowledge of Recycling and Waste Management Best Practices and or holds or obtains related certification from the Solid Waste Association ofNorth America (SWANA), a nationally recognized expert and training authority in the solid waste industry.

    Some knowledge of computer software programs and hand-held devices and ability to update records electronically. Some knowledge of the laws, ordinances, rules, and regulations relevant to solid waste storage, collection, and disposal.
    Some knowledge of the physical aspects of the County including names and locations of primary and secondary roads. Ability to read and interpret applicable sections of the County Code and County and State laws about Solid Waste.
    Ability to communicate effectively, orally, and in writing. Ability to deal tactfully and effectively with people.
    Ability to prepare and read waste collection maps.
    Ability to establish and maintain effective working relationships with other employees, contractors, and the public.
    Ability to inspect the solid waste collection activities of contractors and collection crews.
    Ability to understand and carry out oral and written instructions. Ability to operate a motor vehicle.
    Ability to lift 50 lbs.
    Must pass a physical exam.


    DURATION OF ELIGIBILITY :


    Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date.

    Once a selection has been made, the register will expire.
