    Position Overview:

    MassCEC seeks an experienced workforce professional to join MassCEC's Workforce Development team as a Program Manager. Successful candidates will bring relevant programmatic experience paired with a solid commitment to helping Massachusetts achieve its 2050 net zero emissions goals in a way that focuses on effective training solutions, employer-informed workforce development models, and career development practices to support youth and young adults entering the workforce. The ideal candidate is dedicated to equity practices to promote workforce growth in underserved and underrepresented populations in the clean energy sector.

    Reporting to the Program Director, the Program Manager will support the launch and expansion of the Climate Corps program and provide technical assistance to a portfolio of grantees focused on youth and young adult career awareness and career pathway programming. Program Managers contribute to effective and equitable procurement processes, provide quality technical assistance to grantees, ensure effective outcomes reporting, conduct key administrative processes related to grants management, and contribute to strategic outreach and engagement with industry, workforce, education, and community stakeholders.

    Core Responsibilities:

    • Collaborate with consultants and senior team members to refine program frameworks, implementation plans, program administration guides, and technical assistance models and support the Massachusetts Climate Service Corps' initial pilot phase and subsequent scaling.
    • Assist in developing critical solicitation documents, draft effective grant agreements, and shepherd these key documents through internal review and finalization.
    • Support rigorous and equitable competitive procurement processes by adhering to clear evaluation guidelines, updating evaluation rubrics, facilitating the reviewer feedback process, and maintaining consistent application scores and evaluation documentation.
    • Directly deliver quality technical assistance to support equity-focused youth and young adult workforce development programs that will provide career awareness and career pathway training in partnership with post-secondary programs, comprehensive secondary schools, career and technical education programs, organized labor organizations, community-based organizations, industry associations, and employer partners.
    • Meet outreach goals by communicating directly with key stakeholders and by developing program communications and collateral to engage a wide range of relevant stakeholders
    • Drive program quality by identifying and advancing relevant best practices through stakeholder engagement, research of other comparable programs, and site visits to explore grantee practices and performance.
    • Ensure effective data collection for workforce programs by supporting grantee utilization of data tracking tools and resources and completing relevant data entry tasks.
    • Uphold program integrity through continuous quality improvement and consistent attention to detail when reviewing complex contracts, approving invoices, and reviewing supporting documents.
    • Contribute effectively to cross-functional and collaborative efforts as opportunities and needs are identified.

    Position Qualifications:

    Education:

    • Bachelor's degree or equivalent work experience, preferably in education, social services, youth development, energy or environmental science/studies, architecture/building science, business management, engineering, or a related field.

    Experience:

    • Four years of relevant professional experience with at least two years of experience in youth and young adult workforce or career development.
    • Experience launching a new program with multiple stakeholders preferred.
    • Experience in one or more areas is desirable but not required: program design, program management, social services, public sector grant management, building/construction industry, and/or renewable energy industry.

    Required Knowledge, Skills, and Abilities:

    • Awareness of clean energy technologies, including building decarbonization practices, renewable energy generation and storage, and electric vehicle deployment and maintenance;
    • Excellent written communication skills with the ability to craft and edit effective documents for a range of purposes and audiences;
    • Excellent problem-resolution skills and demonstrated ability to make informed decisions;
    • Strong ability to design comprehensive but concise solicitation documents and attachments with clear instructions for applicants and scoring guidelines for reviewers;
    • Experience administering programs with state and/or federal funding sources and comfort with complex reporting requirements;
    • Strong prioritization skills and ability to work effectively on multiple projects under tight deadlines;
    • Knowledge of best practices in workforce development, including those that relate to partnership engagement, training design, participant recruitment and retention, and program support for participants with multiple barriers;
    • Demonstrated ability to work with internal and external stakeholders and cultivate relationships;
    • Strong proficiency in Excel with an ability to explain graphic information effectively; and Working knowledge of accounting and payment processing (budgets, invoices, etc.) with experience analyzing and drafting line-item program budgets; and
    • Experience with making cross-functional decisions impacting programs, metrics, and results.

    Additional Desired Knowledge, Skills, and Abilities:

    • Understanding of the construction and trades industry and ability to engage with diverse stakeholders, including architects and engineers, property owners/managers, HVAC companies, construction managers, and consumers;
    • Understanding roles and responsibilities in Massachusetts' various government agencies and their influence on public policy; and
    • Understanding of legal contracts with the ability to create, amend, and navigate complex scopes of work with milestone and deliverable requirements and/or cost reimbursement frameworks.
