    Job Description General Counsel O ) Description The Office of the Veteran Advocate (OVA) is a small, growing independent department specified in Massachusetts General Laws, Chapter 144 of the Acts of 2022 and established in 2023, to ensure veterans receiving services from or care under the supervision of the Commonwealth, always receive humane and dignified treatment , with full respect for their personal dignity and right to privacy. OVA also ensures that veterans receive timely, safe, and effective services and receive access to all available state and federal benefits. Through collaboration with stakeholders, the OVA examines the care and services that executive agencies provide veterans and advise the public and state leadership about how the commonwealth may improve its services to and for veterans and their families. When necessary, OVA investigates critical incidents involving veterans while receiving services from an executive agency and under circumstances which result in a reasonable belief that an executive agency or a constituent agency failed in its duty to care for a veteran. PURPOSE OF THE JOB To provide day-to-day legal advice, representation and support the Veteran Advocate and OVA staff on a broad range of complex legal, adjudicatory, business, operations, and regulatory issues. Essential Functions And Responsibilities
    • Provide legal advice and counsel to the Veteran Advocate and OVA Staff to support daily operations and strategic initiatives.
    • Draft, promulgate, and enforce regulations and policies.
    • Ensure OVA staff compliance with applicable laws, regulations and policies, including laws relating to public records, open meetings, and ethics.
    • Remain current on legal decisions and statutes (both within and outside of Massachusetts) relevant to the work of OVA.
    • Attend and represent OVA at public meetings, hearings and other appearances.
    • Oversee potential legal actions by and against OVA.
    • Assist the Veteran Advocate and OVA staff in establishing and updating employment and administrative policies and procedures.
    • Assist the Veteran Advocate and OVA staff in reviewing and coordinating contract and procurement processes.
    • Draft, interpret and negotiate a wide variety of employment, business and interagency agreements and other instruments for execution.
    • Other related duties and responsibilities as assigned.

    • Familiar with challenges, legislation and policies pertaining to veterans and their families;
    • Experience in establishing public-private business relationships;
    • Experience in building newly created organizations;
    • Excellent problem solver and utility player;
    • Strong interpersonal skills and track record of relationship building; and
    • Exceptional character and professionalism.

Qualifications Qualifications Experience And Skills
    • Juris Doctorate from an ABA-accredited law school;
    • Member in good standing of the Massachusetts Bar;
    • A minimum of 10 years of legal experience;
    • Developed knowledge of the veteran support environment from the perspectives of health care, congregate care/housing and benefits delivery;
    • Experience with adjudicatory proceedings;
    • Excellent interpersonal, organizational, management and communication skills, and an ability to deal with complex issues, in, at times, an emotionally charged environment.
    • Ability to exercise discretion in handling confidential information.
