GENERAL SUMMARY:

Responsible for administration of the Village's code enforcement program including building, zoning, signage, and property maintenance. Serves as the Village representative at Administrative Adjudication. Performs field inspections and reviews site plans for site improvements, zoning, and building compliance.


SUPERVISION RECEIVED:

Reports to the Community Development Director.

None.


PRINCIPAL DUTIES AND RESPONSIBILITIES:


  • Responds to service requests related to potential violations of building, zoning, property maintenance, signage, drainage, and nuisance codes.
  • Conducts field inspections and technical work in response to service requests. Documents violations by securing photographs and other pertinent data, including researching archival records.
  • Contacts complainants and property owners regarding the status of complaints and violations and explains code requirements in order to achieve code compliance, providing a high level of quality customer service. Takes appropriate action for individuals to correct the violation.
  • Acts as a Village representative to the Administrative Adjudication program and testifies on behalf of the Village regarding such violations.
  • Drafts and distributes a variety of correspondence, memoranda, notices, reports, warnings, and citations relating to code enforcement.
  • Monitors construction sites to ensure compliance with all Village codes. Enforces proper maintenance of construction sites to reduce impact on surrounding streets and properties. Issues stop work orders for violations of codes and policies as determined appropriate.
  • Performs basic building permit review, plan review, and inspections related to engineering and zoning to assist Community Development staff in maintaining workload.
  • Enters Health Department and elevator inspections performed by consultants. Takes appropriate code enforcement action as necessary.
  • Completes other duties and special projects as assigned.

MINIMUM QUALIFICATIONS

  • Possess a high school diploma or equivalent. An Associate's degree or certificate from a college or technical/trade school, or two years of comparable related experience in construction trades, code enforcement, or plan review is required. International Code Council (ICC) Certification preferred.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:


  • Ability to perform technical inspections and excellent oral and written skills are required.
  • Strong customer service skills are a must.
  • Ability to read site plans and blueprints is preferred.
  • Ability to establish and maintain effective working relationships with Village officials and employees, contractors, developers, business owners, residents, and the general public is required.

SPECIAL REQUIREMENTS:

Must possess a current and valid Illinois driver's license or have the ability to obtain one prior to employment. Must provide a driver's abstract as part of pre-employment screening.
