Description

Duties:


  • Serves as the Communications-Electronics Command (CECOM) Communications Security (COMSEC) custodian.
  • Serves as CECOM's Representative on COMSEC matters and directs and monitors the COMSEC holdings of all subordinate elements.
  • Establishes investigation procedures and takes immediate action on reports of any insecurity involving COMSEC material or equipment.
  • Establishes and maintains security files for COMSEC items, using computer equipment and software.
  • Responsible for coordinating the requisition, receipt, storage, use, distribution and destruction of COMSEC Key packages.
  • Submits required reports to the Communications Electronics Command COMSEC Logistics Support Activity, Fort Huachuca, Arizona.
  • Assists the COMSEC Officer in developing and conducting a training program for COMSEC custodians and organizational hand receipt holders.

Conditions of Employment:


  • Must be able to obtain and maintain a Top-Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • In accordance with Change 3 to AR 60085, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Required to lift packages and/or boxes up to 30 lbs.
  • Temporary Duty Travel (TDY) may be required up to 5%.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Two year trial period may be required.

  • In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
  • To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience maintaining Communication Security (COMSEC) databases (e.g. Key Management Software) and evaluating COMSEC, Information Security (INFOSEC), Electronic Key Management System (EKMS) or Key Management Infrastructure (KMI) accounts requirements in order to provide policy, procedural, and technical guidance and direction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS11).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.

Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.


Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
