Position Information:


The Department of Environmental Services (DES) Operations Service Area (OSA) is seeking an
Operations Management Specialist to identify, develop, and implement applied field technology into DES operations to increase operational performance reliability, service and safety, conduct research, and recommend and implement process improvements across bureaus.


The OSA consists of the Equipment Bureau, Solid Waste Bureau, Water Sewer Streets Bureau, Water Pollution Control Bureau, and Customer Service Office, which, collectively, provide services to constituents and/or direct support for County operations.


Specific duties include:

  • Serving as the project officer for various County vehicle and equipment programs, including Automatic Vehicle Locating (AVL) program, Safety Dash Camera Program, Unmanned Aerial Vehicle Programs, and other operations based systems;
  • Serving as the Trades Center liaison for site security with the Facilities Maintenance Bureau, including collaborating with resident agencies at the Trades Center to implement operational and safety improvements;
  • Drafting contract specifications for programs, requesting service modifications, processing Purchase Orders, and coordinating with vendors to implement new services/equipment;
  • Management of the Department's Unmanned Aircraft Systems (UAS) program, including coordinating and executing specific flights and maintaining valid certifications;
  • Developing implementation plans, managing pilot periods, and testing new equipment and features, including developing and presenting trainings on new features, and researching existing capabilities of current technology;
  • Serving as the OSA's liaison with the Department of Public Safety Communications and Emergency Management (DPSCEM) to include participation in planning, training, exercises, and actual emergency events;
  • Liaising with DPSCEM, and Public Safety on emergency preparedness, including assigning personnel and equipment, during active emergency situations;
  • Making recommendations to executive leadership on major needs and program changes, developing communications around system, including developing Standard Operating Procedures (SOPs); and
  • Performing other jobrelated duties as assigned.

Selection Criteria:


Minimum requirements:


  • Bachelor's degree Business/Public Administration, Information Technology, Logistics, Procurement, or related field;
    plus:
  • Considerable experience in program administration/management of Emergency Preparedness, Technology Systems, Utilities, Fleet Management or related field, including procurement or contract administration.

Substitution:
Additional qualifying experience can substitute the education requirement. A Master's degree or higher may substitute for some experience.

  • Successful implementation of technological solutions in an operational space;
  • Collaborating successfully with a diverse spectrum of employees, managers, colleagues;
  • Communicating effectively across all mediums and developing implementable and appropriate SOPs and system documentation;
  • Emergency operations planning and/or response; and/or
  • Municipal operations.
Possession of one or more of the following
Certifications/Licenses **preferred:

  • FAA Part 47 UAS license; and
  • Commercial Driver License (CDL) A or B.
