    Summary
    The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
    You will serve as a Division Management Assistant in one of several Divisions of the Naval Surface Warfare Center Philadelphia Division. Please see the Additional Information section for more details.
    Duties
    Help
    • You will serve as an advisor to management in evaluating the effectiveness, productivity and efficiency of the Division's programs and administrative operations/functions.
    • You will develop work operations, new/modified work methods, management processes, and administrative procedures for program operations.
    • You will gather, compile and evaluate facts to make conclusions and recommendations to program and administrative operations concerning organization's program.
    • You will provide financial/budgetary management/tracking/maintenance/development/analysis and administrative support to the Division Head and Program Managers including ensuring all errors are corrected in a timely manner.
    • You will accomplish office operations and management, coordinate administrative policies and procedures and provide direction on the implementation of administrative and clerical work for correspondence, timekeeping, travel and records management.
    • You will prepare Division presentations, financial charts, spreadsheets, plans and reports to carry out financial responsibilities.

    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    Qualifications
    TO QUALIFY FOR NG-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-3 pay band (GS-7 and GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating clerical administrative duties for an organization or program.
    TO QUALIFY FOR NG-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NG-2 pay band (GS-5 and GS-6 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing clerical administrative duties for an organization or program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
    Education
    TO QUALIFY FOR NG-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
    • A master's or equivalent graduate degree in a field of study directly related to the position; OR
    • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field of study directly related to the position; OR
    • An LL.B. or J.D., if related to the position being filled; OR
    • A combination of experience and graduate education as described above that equates to one year of experience.
    TO QUALIFY FOR NG-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
    • One full year of graduate level education in a field of study directly related to the position; OR
    • A combination of experience and graduate education as described above that equates to one year of experience.

    Additional information
    This position is part of the Warfare Centers Personnel Demonstration Project. The NG-3 pay band encompasses positions equivalent to GS-7 and GS-8; the NG-4 pay band encompasses positions equivalent to GS-9 and GS-10.
    You will serve as a Management Assistant in the the Materials, Structures, Environmental & Protection Division (Code 33); Deputy Technical Director (Code TDB); Contracts Division Function 024; Life Cycle Logistics Engineering & Readiness Division (Code 31); Auxiliary Machinery Division (Code 41); or HM&E MCS Surface Ship Division (Code 51) of the Naval Surface Warfare Center Philadelphia Division.
    This position is covered by the Department of Defense Priority Placement Program.
