    Minimum Qualifications Transfer Opportunity:


    Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.


    Non-Competitive Minimum Qualifications Under the NY HELPS Program:

    To be eligible for appointment, candidates must have:


    A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.


    A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.


    Examples of non-qualifying experience include but are not limited to: experience where the primary population served consists of individuals receiving developmental disabilities services, juvenile justice services, criminal justice services, health services, foster care services, social services, or substance use disorder services OR where your experience is part of an internship or externships; providing direct care and/or support services, such as those normally provided by therapy aides, nursing assistants, direct support aides, and caseworkers.


    Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Long Island Field Office located in West Brentwood, New York.

    The incumbent will be assigned to the Adult/Children Services Unit within the Field Office and, based on assignments, will be required to travel, including overnights as needed, to cover the 150+ OMH licensed programs in the Long Island Region.

    Specific duties include, but are not limited to, the following:


    • Review and analyze length of stay (LOS) in assigned child-serving programs to assure efficient service provision and continued service access for high-need children and adolescents, and to provide direct intervention when LOS exceeds established metrics.
    • Track, monitor, and analyze OMH LI region child and adolescent psychiatric inpatient bed data to address regional capacity, need, and to improve data reporting by hospitals licensed under both Article 28 of Public Health Law and Article 31 of Mental Hygiene Law.
    • Participate in licensing review of child-serving programs, including but not limited to, inpatient, residential and community programs to ensure that programmatic operations are consistent with OMH regulation and established standards of care.
    • Review Prior Approval Request (PAR) applications for providers seeking OMH certification and/or seeking to implement new services.
    • Provide guidance, technical assistance, and support agencies during the implementation of new/expanding programs to ensure programmatic and/or regulatory standards.
    • Communicate, collaborate, and monitor the LI Residential Treatment Facilities and the LI youth admitted to any Residential Treatment Facility across the state.
    • Participate in cross-system workgroups and initiatives to develop expanded supports for children and adolescents with complex service needs including collaboration with representatives from the NYS Office of Children and Family Services (OCFS), NY State Education Department (SED) and the NYS Office of People with Developmental Disabilities (OPWDD).
    • Review and evaluate Requests for Proposal (RFP) submissions for child and adolescent services as part of a multidisciplinary agency review team.
    • Collaborate and partner with the Field Office Family Advocacy Specialist (FAS) and Youth Advocacy Specialists (YAS).
    • Assist in the oversight of other county programs assigned by supervisor.
    • Provide field support to assigned agencies and on-call coverage as needed.
    • Coordinate and manage other specific special projects, as assigned.
