The construction manager will serve and assist parishes with construction projects and in the proper methods of inspection and maintaining physical facilities including assistance with ascertaining acceptable means of occupancy and compliance of building codes and ordinances.

The construction manager will also represent the AoC in all matters relating to physical plant maintenance and construction, serve as liaison between the Pastoral Center and all Parishes to insure timely and accurate communication of all pertinent issues and interact with other departments including but not limited to Risk Management, Legal, Real Estate, Parish Operations and Accounting to assist in resolving Parish problems relative to construction.


Responsibilities include but are not limited to:

Consult with Pastors and/or Parish committees from preliminary planning through final completion of new buildings, renovations or additions and with Parish on how to select and architect or contractor, review drawings and communicate process at parish meetings.

Inspect buildings to stay in compliance with environmental regulations, i.e. asbestos, lead paint, underground tanks, etc. and provide written reports outlining deficiencies and, making recommendations for repair or replacement, prioritizing and estimating cost for repairs, development of bid documents and specifications where possible, formally solicit bids and present bid results to parish for their review


Identify building deficiencies, develop scopes of work for corrective action, obtain proposals to correct deficiencies, evaluate proposals for selection, initiate Capital Project Summary request for funding; write contracts to perform corrective work and distribute; identify and resolve construction problems and make recommendations to solve problematic issues early.


Administer construction contract administration as enumerated below:

  • Provide Construction Project Administration as outlined in Construction guidelines for projects >$300K or projects lasting more than 4 months.
  • Establish clear lines of communication.
  • Manage CPS contingency, contractor contingency and project allowances to ensure project built within CPS approved budget.
  • Review and approve all contractor Change Order Proposals. Prepare Contract Change Orders for signature.
(Note:

Contractors cannot bill against work not approved Contract Change Orders).

  • Approve, acquire and prepare construction payment documents.
  • Facilitate timely project completion and closeout.
