    Outreach & Housing Project Manager


    The Outreach & Housing Project Manager oversees the Home for Every Neighbor Initiative to engage and rehouse 150 unsheltered residents within 18 months in the City of Cleveland.

    The Manager will work closely with the Director of the Cleveland Department of Public Health, the Senior Advisor to the Mayor for Major Projects, and the Director of the Department of Community Development to execute and oversee the Initiative.

    The Project Manager will focus on outreach & rehousing events and also develop housing options for people exiting unsheltered homelessness.

    Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.
    A High School Diploma or GED is required.

    A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred.

    Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.


    Outreach and Rehousing Events:
    The Outreach & Housing Project Manager is responsible for the overall management of the City's targeted, housing-focused outreach and rehousing events to resolve unsheltered homelessness in the City of Cleveland


    The Project Manager:
    * works with the Department of Community Development and the Senior Advisor to the Mayor for Major Projects to lead a unified team of City and organizational partners to oversee all plans and operations to offer permanent housing and ongoing case management to specific locations of residents experiencing unsheltered living conditions;
    * coordinates operations, supervises any City staff involved in an outreach & rehousing event, and indirectly supervises organizations under contract with the City for outreach, engagement and rehousing;
    * has overall leadership and management responsibility for the outreach, landlord recruitment and engagement, and provision of housing assistance and case management;
    * develops and implements a plan based on the circumstances, unsheltered resident housing goals and needs, and available resources leading up to the offer of housing for each geographic location assigned;
    * delegates various management tasks by assigning objectives to event personnel; and
    * provides overall leadership to all assigned event personnel.


    Housing Options:
    The Project Manager works with the Department of Community Development and the Senior Advisor to the Mayor for Major Projects to oversee the development of strategies for short-term and innovative, resilient long-term housing options for people exiting unsheltered homelessness and oversees their implementation


    The Project Manager:
    * manages communications flow among organizations, local governments, and property managers;
    * establishes direction, ownership, and financial requirements and identifies leadership responsibilities for short-term and innovative, resilient long-term housing;
    * coordinates among city, county, housing programs and organizational partners;

    • Provides technical information on potential housing options and programs;
    • Manages short- and long-term housing efforts
    • Identifies relevant local, state, and federal, private-sector, and nonprofit partners;
    • Develops short-term and long-term housing strategies to meet housing needs;
    • Supports, coordinates, and expedites housing procurement activities;
    • Disseminates technical information and training to all personnel and partners who may need special knowledge related to event planning and response activities;

    Qualifications:

    The Housing Project Manager must have:

    • 3 years experience in street outreach to residents experiencing unsheltered homelessness;
    • 5 years of management experience;
    • Demonstrated ability to work across systems in pursuit of the goal of ending homelessness;
    • Knowledge of innovative housing solutions; and
    • Knowledge of relevant housing programs.
