In this special environment, the Düsseldorf district government has been performing tasks for almost all state ministries as a state intermediate authority and general representation of the state government in the district for over 200 years.

More than 2000 employees deal with a wide range of topics from environmental and occupational safety to education, regional development, transportation, health and social affairs, and disaster control.

Department 54 maintains the Ruhr river as a state-owned waterway and as a state waterway in parts of the Arnsberg district.

In this context, department 54 is responsible for the management of fiscal state property, as well as the approval of facilities on the Ruhr and in its floodplain.

In addition, tasks of a river and shipping police authority are carried out in the area of the state waterway.
