The Office for Refugees and Immigrants (ORI) offers an exhilarating career opportunity for a motivated and experienced Program Director.

This role not only supports the work of the Executive Director, the agency's senior staff, and the Program team, but also provides a platform for professional growth and development as the agency expands its core mission and services to include serving the immigrant community.

As a member of the agency's management team, the Program Director is a key player in the accomplishment of the agency's expanded vision and mission, directly impacting the Commonwealth's growing refugee and immigrant communities.


_ Duties and Responsibilities (these duties are a general summary and not all-inclusive):_

  • Develops and directs successful implementation of new ORI initiatives that will expand our scope of services to include the diverse immigrant communities and strategically increase ORI's portfolio of benefits and services.
  • Supervises Federal and State funded program coordinators to ensure efficient delivery and success of each program.
  • Ensures all programs and projects are fiscally responsible.
  • Facilitates operational problemsolving and decisionmaking.

_Required __Qualifications:
_**- Familiarity with program management principles and practices, including behavioral techniques, planning, forecasting, organizational development, etc.

  • Experience with the methods used to prepare charts, graphs, and tables and general report writing.
  • Acumen to analyze and determine the applicability of data, draw conclusions, and make appropriate recommendations.
  • Ability to gather information by examining records and documents and assembling information items by established procedures.
  • Skilled in writing concisely, expressing thoughts clearly, and developing ideas in a logical sequence.
  • Mastery in establishing rapport and maintaining harmonious working relationships with others.
  • Skilled to adjust to varying or changing situations to meet emergency or changing program requirements.
  • Aptitude to exercise sound judgment and discretion in handling confidential Information.

_Preferred Qualifications:

  • Awareness of ORI program services for refugees and immigrants.
  • Proficiency with the principles and practices of management
  • Aptitude in budget development, financial management, and expenditure control principles and practices.
  • Understanding of administering social services programs serving diverse ethnic communities.
  • Knowledge of policy, program development, analysis, and evaluation processes.
  • Comprehension of building and maintaining data collection systems.
  • Proficiency in program improvement, innovation, and integration strategies.
  • Acumen of operations policy, service provision, program monitoring, and accountability processes.
  • Experience with procurement and contract negotiation and administration policies and procedures.
  • Comprehension of case management principles and practices.
  • Familiarity with community capacity development strategies and practices.
  • Understanding of training and development principles and practices.
  • Aptitude of project management principles and practices
  • Experience supervising professional staff, program development and management, public outreach, and communication.
  • Demonstrated experience in immigrantserving and refugee resettlement programs or understanding the demographic and community development needs of refugee and immigrant communities.

_Pre-Offer Process:_- Education, licensure, and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines.-For questions, please contact the Office of Human Resources at and select option #-MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  • Substitutions:
  • I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
