    The California Public Utilities Commission (CPUC) is seeking to hire a student assistant that will assist with project support, while offering a terrific opportunity to learn about the inner workings of the agency. This project is under the direction of the Interconnection and Distribution Engineering section of Energy Division.

    Position Overview
    The CPUC is seeking an enthusiastic and research-driven undergraduate intern to join the Interconnection and Distribution Engineering Team. This team, in collaboration with others, is at the forefront of assessing and advancing the deployment of innovative grid technologies such as Advanced Distribution Management Systems (ADMS) and Distributed Energy Resource Management Systems (DERMS) across California. The intern will contribute to the CPUC's efforts in overseeing the deployment and integration of these advanced systems across California's utility infrastructure, playing a crucial role in advancing the state's energy goals.

    Advanced Distribution Management Systems (ADMS) are integrated software platforms that optimize the performance and efficiency of electrical distribution networks. They provide real-time monitoring and control over grid operations, facilitating the management of complex energy flows, improving reliability, and enhancing the integration of renewable energy sources. ADMS encompasses various functionalities including outage management, voltage regulation, and predictive analysis to support decision-making and emergency response.

    Distributed Energy Resource Management Systems (DERMS) are specialized systems designed to manage the aggregation, optimization, and dispatch of distributed energy resources (DERs) such as solar panels, wind turbines, energy storage systems, and electric vehicles. DERMS enable utilities to seamlessly integrate DERs into the grid, ensuring stability and efficiency while maximizing the potential of renewable energy sources. Through sophisticated control mechanisms and analytics, DERMS support the transition towards a more decentralized and sustainable energy landscape.

    Both ADMS and DERMS are pivotal in modernizing the electric grid, enhancing resilience, and supporting the shift towards cleaner, more distributed forms of energy. The successful candidate will play a key role in researching, analyzing, and evaluating the current status and future prospects of these systems within the state regulated utilities.

    The work will involve collaboration with members of the Interconnection team, other CPUC teams, utility representatives, and/or industry stakeholders. Deliverables will include reports, presentations, and other visual representations to effectively communicate the progress of California utilities in deploying ADMS and DERMS and potential areas for policy enhancement to accelerate implementation.

    As this is a summer position only, candidates do not need to be currently enrolled in courses.

    Employment

    This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc., and the employee. This means that either University Enterprises, Inc. or the employee can, at
    any time, terminate the employment relationship at will, with or without cause.

    UEI is not a multi-state employer. UEI only employs candidates who live and work in the state of California. If selected for the position you must reside in California and all work must be performed in the state of California throughout the course of employment.

    Prerequisites

    Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

    Students must be enrolled in at least: six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.

    Students declared major must match the major(s) listed in the job posting.

    Majors/Fields of Study

    Current undergraduate students in Engineering, Public Policy/Administration, Environmental Studies, or a related field will be considered

    Work Schedule

    Flexible workdays and work hours, Monday - Friday, between 8 AM - 5 PM. The final work schedule will be determined by the supervisor.

    Additional Work Schedule

    Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday - Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).

    Minimum Qualifications
    • Working knowledge of office equipment, like printers and fax machines.
    • Proficiency in MS Office (MS Excel and MS PowerPoint, in particular).
    • Excellent time management skills and the ability to prioritize work.
    • Excellent written and verbal communication skills.
    • Ability to work independently and collaboratively in a dynamic team environment.
    • Strong research and analytical skills.
    • Remote work requirements: requires access to reliable internet, online meeting platforms (WebEx), and full availability during remote work hours.
    Preferred Qualifications
    • Interest in public service, utility regulation, and sustainable energy systems.
    • Prior work experience that relates to ADMS/DERMS, electric transmission/distribution, or energy is preferred, but not required.
    • Individuals who are, or have been, a dependent child in foster care, a homeless youth or a formerly incarcerated youth as defined by Government Code section 18220 are encouraged to apply and will be given priority. Please note that prior to appointment, individuals claiming preference under one of these categories will be required to furnish documentation establishing their eligibility.
    Key Duties and Responsibilities
    • Research and Evaluation:
      • Conduct comprehensive research on ADMS and DERMS, including the technologies, processes, and systems involved in their deployment.
      • Evaluate if equipment, including communication and data architecture for monitoring and managing DERs, is ready to enable CPUC policy goals such as flexible interconnections/energization. To date, no one utility has implemented an enterprise DERMs in California.
      • Assess the current implementation status across California utilities regulated by the CPUC.
      • Identify what DERMS functionalities are ready for pilot stage, or to be implemented in full field deployment.
    • Communication and Reporting:
      • Develop reports, presentations, and other visual representations to effectively communicate the progress of California utilities in developing ADMS and DERMS.
    • Gap Analysis:
      • Collaborate with CPUC employees to perform a gap analysis, identifying areas where utilities need to expand their efforts to fully implement these systems to accomplish CPUC policy goals.
    • Policy Analysis:
      • Analyze CPUC directives related to ADMS/DERMS to evaluate the commission's regulatory influence and identify potential areas for policy enhancement to accelerate deployment.
    • Stakeholder Engagement:
      • Identify key stakeholders, commissions, and associations for collaboration to streamline the deployment process of ADMS/DERMS in California.
      • Incumbent is expected to attend weekly meetings with utility representatives and supervisor as needed.
      • As needed, provide support to the Public Workshops and meetings, including logistical and technical support for workshops and conferences for staff and management to meet their needs.
        • This work will include and not be limited to, acting as liaison for all workshop set-up needs and working with staff and managers to help set up and prepare for workshops, working with the Information Technology (IT) Division to make sure all needs are met, attending workshops as necessary to assist with needs as they arise, monitoring public comments and working
          with workshop coordinator to ensure all parties have access to forums.
    Physical Requirements

    Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.

    Working Conditions

    Work is performed in a hybrid office and/or remote work environment.

    Remote work requires WebEx platform (preferred) or other means of online meeting platform.

    Student assistant must be available online during working hours for one-on-one chats and meetings.
