Your Specific Responsibilities:
This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This high-level position delegated with the operations of the AIDS Drug Assistance Program - Pharmacy under the direct supervision of the COUNTY HEALTH DEPT FINANCIAL ADMIN-HLTH within the Florida Department of Health in Miami-Dade County. The Pharmacy Manager is responsible for all requisitioning, distributing, and dispensing of prescription drugs from the AIDS Drug Assistance Program formulary for the Florida Department of Health in Miami Dade County, ADAP Pharmacy. This pharmacy only provides services to eligible patients from the Federal AIDS Drug Assistance Program.
Administers and participates in compounding, analyzing and dispensing prescription drugs from the Federal AIDS Drug Assistance Program (ADAP) formulary for patients who meet DOH program eligibility requirements for ADAP as determined by HIV Patient section of the Florida Department of Health Bureau of HIV/AIDS; acts as the designated pharmacist of record for the ADAP Pharmacy in Miami; consults with health care administrators and professional, physicians, nurse practitioners and other prescribing professionals concerning patient's prescribed regimens and medications, ensuring proper dispensing, dosing and scheduling of medications from the ADAP formulary.
Counsel's patients regarding the correct management of their medication regimen including proper dosage and storage of their medication. Answers questions and provides information to patients regarding actual or potential drug-drug or drug-food interactions, contraindications, or side effects.
Conducts activities aimed to maintain a perpetual inventory, including but not limited to daily, weekly, monthly dispensing reports (controlled substances, adherence, expenditures, etc.), monthly internal control of ADAP medications, annual report (DOH/MDCHD) and others to be determined or as required by DOH, the MDCHD, ADAP or existing laws. Responsible for establishing, monitoring, and updating the stock control level and reorder point as necessary. Responsible for approving orders of pharmaceuticals supplies and drugs.
Ensures that ADAP Pharmacy meets all regulations and requirements for the practice of pharmacy as required under local, state and federal authorities, including but not limited to the Board of Pharmacy, Agency for Health Care Administration, Florida Department of Health, the Drug Enforcement Administration (DEA), the MDCHD, etc., and as described under both Florida Statutes and Florida Administrative Code; actively implements controls and protocols to prevent any liability; maintains professional licensure status; supervises pharmacy staff to ensure compliance with all DOH and MDCHD requirements in all programmatic and administrative issues
This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducing performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. This position has access to social security numbers.
Participates in staff meetings and conferences. Maintains status and licensure by participating in continuing education and professional organization activities. Acts as a liaison with professional pharmacy associations in peer review activities.
Other duties as assigned, including but not limited to working as part of the MDCHD coordinated response to emergencies (priority for ADAP services always requested)

Required Knowledge, Skills, and Abilities:
Knowledge of the principles, practices, standards, and terminology used in the practice of pharmacy. Working knowledge of the QS/1 Pharmacy Software. Knowledge of drug properties and usage including the effects of drug interactions. Ability to understand and apply applicable rules, regulations, policies, and procedures. Ability to evaluate pharmacy methods, procedures, and services and to formulate policies, procedures, and specifications. Ability to manage a pharmaceutical program. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to plan, organize and direct the operations of a pharmaceutical program. Knowledge of the principles, practices, and standards for inventory management and control.
Qualifications:
Minimum –
Active pharmacist license in good standing in the State of Florida, two years of experience working with a disease control program, social services program, or community-based organization.
Preferred -
Incumbent in this position is preferred to be bilingual in English/Spanish or English/Creole.
