    Position Summary:

    ISI is looking for an experienced construction manager – civil engineer (CM-CE) with a background in structural building construction systems engineering and expertise in the construction industry to provide owner's representative construction management services to a federal client in the healthcare industry. The CM-CE will support a federal client looking to plan, study, design, and manage ongoing construction projects of various sizes and complexity. Duties include providing analytical and planning, design, and construction management support services to assist the client. The position will support more senior government project managers and fellow contractor project managers, who will work as part of a more extensive design/construction program. The ability to lead and work as a team and independently is critical. ISI seeks an individual who communicates clearly, takes initiative, and embraces project ownership. This position will provide mentorship to junior teammates.

    Responsibilities:

    · Quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.

    · Possess knowledge of construction contract documents, including front-end and technical specifications and drawings, to readily understand and assess the requirements.

    · Possess knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project's success.

    · Support the engineering and design efforts related to pre-construction. Support project managers who manage awarded construction projects. Experience in commercial/institutional facilities is required.

    · Support federal government acquisition efforts for both A/E services and Construction projects.

    · Proactively assist the government in conducting site evaluations, field surveys, and site visits to determine constructability and code compliance.

    · Develop draft scopes of work, RFPs, reviews change order proposals, and assists the client in negotiating a fair and reasonable price.

    · Participate in risk analysis walk-throughs and value engineering efforts.

    · Proactively supports the Government's development of technical requirements, scopes of work, cost estimate analysis, and schedules for A/E services, including studies, reports, and drawings review. Provides reviews, analysis, professional opinions, ideas, alternative solutions, and recommendations.

    · Conduct design technical reviews from initial concept to 100% design drawings. Track and maintain the submittal review process.

    · Independently schedules, leads and participates in weekly and monthly project progress meetings to evaluate schedule progress, identify departures from the accepted baseline schedule, and assess the risk to long-term project and program health. Assesses schedule risk and recommends mitigation strategies.

    · The position maintains construction administration data in Excel, web-based software, and files to be aggregated and used as metrics and briefing tools for senior leadership.

    · Determines how project(s) will impact the medical center based on results of a risk assessment that could severely impact patient care.

    · Maintain a positive posture in all safety programs and activities.

    Minimum Qualifications, Knowledge, Skills, and Abilities:

    Required:

    · CM-CE shall have six (6) years of experience practicing civil engineering.

    · Experience reviewing design and construction plans against existing site conditions.

    · Experience resolving unforeseen site and design conditions/problems and proposing cost-effective technical solutions.

    · Experience in conducting inspections and inventories of structures to identify and note deficiencies, problems, or the general physical conditions of structures.

    · Experience reviewing contractors' submittals for technical compliance and RFIs, preparing draft statements of work and cost estimates, and reviewing contractor change proposals and cost breakdowns.

    · Ability to provide cost estimates and take-offs for contract modifications.

    · Ability to determine compliance of work, materials, equipment, and installed work with contract requirements and industry standards.

    · Knowledge of governmental contracting procedures, principles, guidelines, and public law.

    · Must be a U.S. Citizen or Legal Permanent Resident with three (3) years or more of US work experience.

    · Must be able to pass and maintain a Public Trust clearance.

    Preferred:

    · Medical facilities experience.

    · PE License (any state)

    Required Education:

    · The CM-CE shall possess a bachelor's degree in civil engineering from an ABET-accredited institution of higher learning.

    · Monday through Friday, Normal business hours 8:00 am – 5:00 pm
