FINANCIAL ANALYST

POSITION PURPOSE:
Performs professional accounting, technical, and administrative work in assisting Accounting and Treasury in the management of detailed financial records; payroll processing; processing warrants payable; processing payments; performs all other related work as required.
The Financial Analyst is responsible for maintaining and improving upon the efficiency and effectiveness of various roles within the Finance Department.
Performs a variety of functions which may require the use of independent judgement and initiative in the planning, administration and execution of the department.
SUPERVISION:
Works under the general direction of the Town Accountant and in accordance with applicable Massachusetts General Laws, town policies, town bylaws, and relevant state, federal, and local regulations and standards.
JOB ENVIRONMENT:
Work is performed under typical office conditions; work environment is moderately noisy.
Operates computer and general office equipment, such as calculator, copier, facsimile machine and telephone.
Errors could result in confusion, delay, monetary loss and legal ramifications.
ESSENTIAL FUNCTIONS:

Assists with monthly and quarterly reconciliations of various funds, including but not limited to Warrants Payable, Collector's receipts, and Gift and revolving accounts.
Processes monthly AP warrant for insurance premiums, and may assist with bi-weekly warrants, and posting of cash receipts.
Monitors various departmental expenditures.
Provides reporting to department heads commissions and committees regarding expenditures and account status on a monthly basis or as requested.
Reconciles account balance discrepancies as needed.Responds to inquiries and requests from employees, residents, and outside vendors; resolves billing disputes and posting errors. Provide backup for bi-weekly payables. Updates computerized forms
Assists with processing of 1099 tax forms.
Assists in the management and tracking of various grants and projects, and performs research as requested
Assumes delegated responsibilities of accounting as needed. Responsible for compliance in accordance with Massachusetts General Laws.
Assists with implementation of additional modules in software as appropriate
Performs similar or related work as required, directed or as situation dictates.
RECOMMENDED MINIMUM QUALIFICATIONS:
Bachelor's degree in Business or Finance, or related field; three years of responsible experience in business or related field; or any equivalent combination of education, training and experience.
- Knowledge: _General knowledge of the laws and methods pertaining to municipal finance and municipal accounting. Knowledge of the UMAS accounting system; MA General Laws, town
- Ability: _Ability to maintain confidential information. Ability to organize time and prioritize deadlines, works independently, and accomplish work despite frequent interruptions. Ability to handle inquiries and/or complaints tactfully and effectively. Ability to maintain complex records and prepare reports from such records. Ability to maintain effective accounting procedures. Ability to carry out assigned projects to their completion. Ability to communicate effectively verbally and in writing. Ability to work well with employees in all departments.
