Job Description

The Proposal Manager/Business Development Coordinator is responsible for coordinating, facilitating, and managing all phases of the
proposal development process resulting in the successful delivery of a compliant proposal. Working
in a very dynamic environment, you will support the development of direct-source
task order and competitive bid proposals that range from fundamental, short-turn efforts to highly
complex lengthy proposals.

Roles and Responsibilities

Support CATAWBA efforts in the research, qualification, capture, risk assessment, proposal
development, and award of business opportunities that align with CATAWBA core, developing,
and emerging capabilities
Maintain a robust opportunity pipeline through analysis of agency procurement forecasts,
opportunity research, and industry relationships
Maintain opportunity pipeline reporting requirements
Use Deltek GovWin, Fedconnect and FedBizOps to research business opportunities, and to
assess partners for teaming strategies.
Collect analyze, and interpret data to derive qualified recommendations and assessments,
business plans, competitive strategies, and approaches.
Communicate research findings and recommendations through reports and presentations
Prepare and present pipeline presentations and opportunity gate reviews to CATAWBA
President and executives
Support capture efforts as required.
Support CATAWBA proposal efforts, Requests for Information (RFI)/ Sources Sought Notice
(SSN) responses, White Papers, response to task orders, etc.
Primary emphasis is on developing and winning sole source and competitive 8(a) and HUBZone
opportunities
Maintain BD performance metrics data as directed by BD Director
Act as Single Point of Contact for CE&ES Mentor, Day & Zimmerman, and Renewable Energy Initiatives for CE&ES
Coordinate and facilitate storyboard and strategy sessions
Analyze solicitation documents and develop compliance matrices
Develop compliant proposal outlines and writer templates
Establish, maintain, and enforce proposal schedules that incorporate required reviews, recovery, production, and on-time proposal submission
Gather, assemble, submit, and track solicitation questions to the government
Establish and maintain the on-line SharePoint proposal workspace
Facilitate proposal kick-offs, daily proposal development coordination calls, manage
proposal team integration/communication and set expectations for proposal production
Manage the integration and leadership of assigned technical writers, editors, volume leads
and subject matter experts to develop compliant and compelling proposal content
Gather proposal graphics requirements and coordinate with assigned artists
Ensure 100% compliance with proposal/FAR requirements, as well as Catawba policies and
procedures.
Coordinate proposal reviews based on Shipley Proposal Lifecycle process requirements
Collect and consolidate reviewer feedback
Assist in the resolution of comments and provide guidance to writers for proposal
maturation
Ensure completion of required forms by the appropriate personnel
Review all sections and sure proposal compliance with RFP requirements
Ensure proposal quality standards are maintained through desktop editing

Minimum Qualifications

Bachelor's degree in English, Strategic Communications, Business or related field and 7 years
of experience in proposal management OR Master's degree and 1 year of relevant
experience
An association for Proposal Management Professionals (APMP) certification may be counted
towards years of relevant experience
Experience and understanding of government contracting
Strong skills and experience in project management and proposal management

Preferred Skills

Ability to function as a team player who communicates effectively through written and oral
means to all levels, including Senior executives and Government Contracting officers
Ability to work in a fast-paced environment and be able to respond to changes in work
direction
Knowledge of a variety of computer software applications in word processing,
spreadsheets, database programs such as MSWord, Excel, Access, PowerPoint, MS
Project, SharePoint and Outlook
Knowledge and understanding of the Catawba Marketing & Business Development
Lifecycle
Process-driven and capable of managing the integration of automation to improve process
efficiencies
Knowledge of the CATAWBA target customers
Knowledge of the government's procurement processes and general understanding of the
processes that support the capture of federal government contracts including marketing to
the government buyer and leveraging the benefits of the Small Business Administration -
Small Business Development program.
Ability to present briefings to the executive team in a clear and concise manner supporting
the business case
