    Plans, directs & coordinates business office & support functions of large institution &/or in community or division of large, decentralized agency & in each case, supervises assigned personnel (, analyzes & evaluates programs, policies & procedures; develops policies & procedures & accounting systems for fiscal operations to be followed by all sections ofinstitution or division to ensure accountability; participates in development of institutional or agency-wide policies;oversees operations of business office; prepares &/or coordinates budget planning & review or serves on budgetcommittee; trains & evaluates staff; ensures & maintains that support services meet accreditation & certificationcompliance; oversees receipt, disbursement & authorization of all expenditures, payroll, purchasing, accounts payable &special accounts/ trusts & related records maintenance, purchasing, payroll, accounts payable, payroll budget, supplies budget, equipment budget, petty cash, individual's funds, volunteer funds, I&E funds, equipment inventory, supply inventory, Personal Service contracts, individual resources & Medicaid reimbursement ). Supervises assigned accounting & other Business Office staff involved in fiscal operations, including Resident Funds, Medicaid/Medicare, Accounts Payable, Purchasing, & Storeroom; conducts employee performance evaluations & approves Request for Leave Forms. Establishes & implements accounting & auditing procedures & ensures compliance with department policy & State/Federal regulations.; prepares &/or coordinates budget planning; trains & evaluates staff in business office procedures; oversees receipt, disbursement & authorization ofall expenditures, payroll, purchasing, accounts payable & special accounts/trusts & related records maintenance.; attends meetings & trainings as requested; participates with various committees (); acts as hearing officer at step-1 grievance meetings (pertaining to issues in the Business Office).Manages & oversees all activities of Asset Management (, maintain AM in OAKS FIN, annual physical inventories, & monthly/annual certifications); manages, oversees, & maintains all functions of inventory system, Space Utilization System, mobile communication devices, Fleet & Voyager activities; coordinates MBE/EDGE Vendor, Internal Control Processes; acts as Payment Card Administrator.Provides routine analysis of operations cost containment & coordinates internal/external audit processes; supervises & participates in the preparation of budgets & financial statements & reports; advices administrative officials on fiscal & budgetary problems & ensures that solutions are within State & Department policy; performs other related duties as assigned.Prepares fiscal reports & analysis; acts as liaison between institution or division & central fiscal office, state purchasing,state accounting, office of budget & management, auditor &/or other government officials; attends various meetings; sitson various committees; acts in absence of institution superintendent when assigned; prepares capital improvement &extension project requests; carries out special assignments (, acts as labor relations officer or safety & health officer).MAJOR WORKER CHARACTERISTICS:Knowledge of supervisory principles/techniques; accounting or business management; public relations; state laws & rulesgoverning fiscal & support services operations*; personnel policies & procedures*; employee benefits*.   • Qualifications 5 yrs. trg. or 5 yrs. exp. in accounting & auditing or business management; 12 mos. trg. or 12 mos. exp. in supervisory principles/techniques.
