    Required Education and Experience
  • Associates degree in engineering or related field AND two years of experience in related field such as traffic engineering, drafting, GIS, data collection OR
  • Four years of experience in related field such as traffic engineering, drafting, GIS, data collection
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.

  • Experience with traffic data counting software
  • Experience with AutoCAD, ArcGIS, Microsoft Office products (Access, Excel, and Word)
  • Experience in compiling and maintaining road and traffic information systems.
    • Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as: Category 1: Driver operates County-owned vehicle.
    Prior to employment, the successful candidate must:
  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Pass a medical evaluation that includes a physical and audiometric testing.
  • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.

    Required Knowledge, Skills and Abilities
  • Establish and maintain effective working relationships with others using tact, courtesy and good judgment.
  • Maintain confidentiality and adhere to policy and procedures of the county and department.
  • Communicate effectively orally and in writing.
  • Utilize various computer applications specific to the department including databases, word processing, document imaging, spreadsheets, and web-based systems for entering, retrieving and researching data and records.
  • Physically perform assigned duties and essential functions of the position.
  • Knowledge of various traffic data counting software (Traffic Viewer, Metro Counts, and Centurion)
  • Knowledge of AutoCAD, ArcGIS, Microsoft Office products (Access, Excel, and Word)
  • Knowledge of basic drafting techniques and principles
  • Knowledge of laws, rules and regulations related to traffic engineering assignment.
  • Knowledge of safety precautions
  • Knowledge of maintenance procedures for equipment used
  • Skill in traffic data collection techniques and practices
  • Skill in reading and interpreting maps, blueprints, schematics and plans
  • Skill in general drafting
  • Skill in making mathematical calculations
  • Skill in measuring and determining distances
  • Skill in communicate effectively, both orally and in writing technical information
  • Skill in researching and compiling information related to area of assignment
  • Ability to prepare technical reports and graphic presentations
  • Ability to work outdoors for extended periods of time
  • Ability to coordinate and organize assignments and schedules
  • Ability to manage the maintenance and supply of equipment used
  • Ability to maintain traffic count database information for WSDOT use

  • Work in office and field.
  • Walking through, bend, stoop, and twist while traversing undeveloped terrain may be required to conduct field inspections.
  • Reaching above and/or below shoulder, handling/grasping documents or equipment.
  • Standing or sit for long periods of time.
  • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone.
  • Vision sufficient to read source materials, plans, inspect community sites and see computer screen data.
  • Exertion of force of 50 pounds occasionally to lift/carry/move objects, files/documents, and other materials.
  • Work performed primarily in the field environment conducting field or community inspection work; with some office environment work.
  • Environmental and physical hazards associated with construction sites

    • ILLUSTRATIVE EXAMPLE OF DUTIES

  • Performs field data collection including such tasks as setting automated traffic counters for recording traffic volumes, speeds and gaps. Performs manual traffic turning movement counts at designated intersections.
  • Develops and maintains average daily traffic volume data base for use by Public Works and other county departments.
  • Compiles and prepares traffic count information reports for the public, co-workers, and other departments. Develops count strategies to capture traffic volumes and speeds as needed and requested by Traffic Engineers, the Sheriff and other requesters.
  • Performs routine maintenance and checks to verify completeness and accuracy of traffic county information maintained in GIS-MO database.
  • Maintains and downloads data from field located permanent count stations.
  • Performs other related duties and assists other departments as needed.
