Position Description:


This posting will be used to fill a Full-time, Permanent, Safety Sensitive, Solid Waste Supervisor - Special Collections position within the Department of Public Works of Anne Arundel County Government.

This class of work covers multiple program areas in solid waste collections and operations.


NATURE AND VARIETY OF WORK


An employee assigned to this class is responsible for supervising the work performed by employees and contractors in the collection of curbside solid waste, convenience center operations, community cleanup collections, bulk item collections, landfill construction and operation involving opening and closing of cells, covering disposed materials, grading, erosion and sediment control, slope and terrace work, soil and erosion control, recycling, composting, and brush grinding, and other comparable program areas which require an employee to perform equivalent level duties and responsibilities.

There are considerable contacts with contractors to monitor contractor performance, citizens to explain procedures and resolve problems, and employees to supervise their performance.


Work requires knowledge of solid waste services and operations involving the collection, disposal, recycling and processing of materials, community collection, landfill construction and operations, or other comparable program areas.

The complexity of work involves supervising employees, monitoring contractor performance, meeting with citizens to explain policies and resolve problems, writing contract specifications, reading and interpreting engineering drawings, establishing and/or following grades, preparing work schedules, developing workflow procedures, and meeting time schedules.

The scope of work impacts other solid waste program areas, quality of services to citizens, and contractor performance. Work involves independent judgment in making decisions on operational issues, enforcing regulations and resolving customer complaints. The work requires visits to work sites, inspection of collection, disposal, landfill and recycling operations.

The employee is also exposed to different weather conditions, and hazards in working with heavy equipment and hazardous waste materials.

A higher-level manager reviews work for program and project completion.


Examples of Duties and Knowledge, Skills and Abilities:

CURBSIDE COLLECTIONS:


Oversees the performance of residential curbside collection contractors and their staff; confers with contractors to ensure enforcement of contract requirements; answers questions; interprets regulations, and suggests changes in service area layout or methods.

Plans, organizes, and supervises employees performing solid waste collection inspection activities.

Responds to customers requesting service or resolving complaints on curbside performance by contractors.

Ensures correctness of solid waste fees on customers' property tax accounts.

Plans and prepares curbside collection areas for bidding; reviews proposals and participates in the selection process.

Maintains required records and prepares reports on curbside collection activity.

Provides input and administers budget for curbside collections.

Attends training seminars and participates in management level meetings.

Determines waste collections routes; coordinates requests for collection services; assures that customers are billed correctly.

Performs related work as required.

RECYCLING CENTER OPERATIONS, COMMUNITY CLEAN-UP AND BULK METAL ITEM COLLECTIONS:
Oversees the operation of Recycling Centers, Bulk Metal Item Collections and Community Clean-Up programs.

Supervises the work and employees for the Bulk Metal Item Collections and Community Clean-Up programs.


Meets with community liaison person(s) on the dates, location of the dumpster, and policies and procedures that the community residents need to follow in the collection and disposal for the community cleanup program.


Ensures that the bulk metal item collection for residents such as sofas, washers, dryers, is scheduled for county pick-up areas.

Submits input for preparing operating budget and administers approved budget.

May operate equipment and vehicles when staff shortages occur.

Attends meetings and training sessions on solid waste services and operations.

Provides input on new building construction and specifications for purchase of new vehicles and equipment.


Trains, counsels, and evaluates performance, approves leave, prepares work schedules and disciplines employees; reviews employee grievances and attempts to resolve grievances.
