  • The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
    Posting Summary
  • Rutgers, The State University of New Jersey, is seeking a Utilities Supervisor for the Division of Institutional Planning & Operations (IP&O). The Utilities Supervisor is responsible for overseeing storm asset management. This includes supervising the management and maintenance of the university's 4,500 storm assets, ensuring regular inspections, database input in the CMMS system, and scheduling preventive maintenance.
Among the key duties of this position are the following:

  • Maintenance planning: Developing maintenance plans and schedules for storm distribution systems, including maintenance tasks, cleaning, repairs, and replacements.
  • Supervising maintenance personnel: Managing a team of maintenance personnel, providing guidance and direction, assigning tasks, and ensuring they have the necessary resources to perform their duties effectively.
  • Monitoring performance: Regularly assessing the performance of maintenance personnel, reviewing work orders, and ensuring tasks are completed efficiently and within specified timelines.
  • Ensuring compliance: Adhering to all relevant safety regulations, environmental guidelines, and university policies when performing maintenance activities and overseeing personnel.
  • Collaborating with stakeholders: Coordinating with other departments, contractors, and external agencies to plan and execute maintenance activities, prioritize repairs, and facilitate efficient storm asset management.
  • Reporting and documentation: Maintaining accurate records, documenting maintenance activities, generating reports, and providing updates to senior management regarding performance, costs, and improvements in the storm asset management process.

  • Qualifications
    Minimum Education and Experience
  • Bachelor's degree or an equivalent combination of education and/or experience.
  • A minimum of five years' experience in jetting and vacuum maintenance as related to sewer and storm equipment.

Certifications/Licenses

Required Knowledge, Skills, and Abilities

  • Knowledge of CMMS Data recording and collection.
  • Working knowledge of electronic mapping of Utilities systems.
  • Oversight of crew and following PPE and safety when working on roadways and high pedestrian traffic areas.
  • Updating and scheduling team in regular safety training related to their positions.
  • Supervisory experience, excellent communication skills, and computer literacy in industry standard software.
  • Knowledge of storm and sanita1y distribution systems and underground Utilities. B.P.U. mark outs.

Preferred Qualifications

  • Supervisory experience in overseeing unionized work force.
  • Working outdoors in all weather conditions.
  • Best management practices when working in roadways following all DOT Safety Standards in regard to PPE and road closures.

Equipment Utilized

  • Knowledge of jet and vacuum truck operations. Compliance of all CDL-A Regulations for operating equipment.

Physical Demands and Work Environment

  • Standing for prolonged times and able to lift 30lbs.
  • Bending and climbing in and out of manholes.
  • Working in confined spaces.
