    NATURE OF WORK
    This is the entry level position in the Public Works department specific to the Town potable water system. This position is semi-skilled labor involving use and/or operation of light vehicles, machinery, and hand and power tools in the preventative maintenance and construction on the Utilities water distribution system pipes and appurtenances. This position may include some reading, installation, inspection, repairs, and testing of water meters. It is a mandatory requirement of this position to work overtime, take weekend duty, and be on-call for all Public Works and Utilities functions. When on-call, must be able to respond to work within 60-minutes for emergencies, i.e., snow plowing, and water breaks. This is a safety-sensitive position.

    ESSENTIAL DUTIES / FUNCTIONS
    The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required.
    • Demonstrate safe operation of equipment, materials, and methods used in general public works maintenance, construction, and repair, especially those related to the Potable Water Distribution System.
    • Performs required labor involving water distribution system construction and maintenance as part of a work crew or individually, including troubleshooting, exercising valves, adjusting and cleaning valve boxes, ditch digging, tapping water mains, installation of meter pits and water meters, installation of fire hydrants, etc.
    • Performs required labor during emergency repairs of water main breaks and service leaks as part of a work crew or individually, including locating and marking lines, assisting in excavation activities, performing line and valve shut-offs, performing manual labor such as digging, moving materials, welding and making necessary repairs, etc.
    • May operate a variety of light to medium equipment in the performance of the job duties that may include jackhammers, saws, various hand and power tools, and numerous other pieces of equipment used to perform highly skilled, technical, and labor/trade functions.
    • Determines the locations of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to excavation.
    • Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation; explains findings to supervisor.
    • Contacts residents and business owners in area where services will be discontinued and explains when services will be shut off and how soon it will be turned back on.
    • Ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use. Assists with cleaning and organization of shop area.
    • Drives trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel and sand.
    • Cleans assigned equipment, performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor.
    • Ensure the safety of all crew employees and regulatory compliance with pertinent safety standards. Ensure compliance with traffic laws, traffic control policies, ordinances, and rules while performing tasks.
    • Maintains a variety of records relating to inspections, maintenance activity, consumption of supplies and materials, etc.
    • Availability to work on-call schedule when needed.
    KNOWLEDGE, SKILLS AND ABILITIES
    • Working knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities. Working knowledge of maintenance operations, services, and activities as they relate to the operation of the Town.
    • Working knowledge of equipment and supplies used to do minor repairs.
    • Working knowledge of first aid and applicable safety precautions.
    • Ability to use equipment and tools safely.
    • Ability to lift heavy objects, walk and stand and perform strenuous physical labor under adverse field conditions
    • Ability to communicate effectively, both verbally and in writing.
    • Ability to establish and maintain effective working relationships with employees, other departments and the public.
    • Ability to understand and carry out written and oral instructions.
    • Ability to work independently and to complete daily scheduled work activities as required.
    EDUCATION, EXPERIENCE AND TRAINING
    • Graduation from high school or completion of a G.E.D. required.
    • One (1) year of experience working in the area(s) water utilities, construction, or a related field preferred, but not required.
    • Previous experience working in a municipal Public Works department preferred, but not required.
    • Valid Colorado Class B commercial drivers license is preferred, but not required.
    • Must be able to obtain a Class B commercial driver license within 12 months of hire and must maintain proof of a safe driving record for continued employment.
    • Flagger certification or ability to obtain within six months of hire.
    • Forklift certification, or ability to obtain with 12 months of hire.
    • State of Colorado Water Distribution Certification at any level within 12 months of hire date, or be working towards obtaining this certification by testing regularly.
    PHYSICAL / WORKING ENVIRONMENT
    The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
    • While performing the duties of this job, the employee is regularly required to see, talk, hear, and use hands and fingers to touch, handle, grasp, push and pull. The employee is frequently required to stand, walk, crouch, squat, kneel, bend, twist, climb, balance and reach with both arms. Due to the physical nature of this position, sufficient physical stamina, mobility, and dexterity are required, as is the ability to hear and see to safely perform assigned tasks.
    • Must be able to frequently lift and or move up to 75 pounds, and occasionally lift and/or move up to 150 pounds.
    • Must be able to read Material Safety Data Sheets (MSDS) before handling toxic or caustic chemicals or any other material requiring an MSDS.
    • Work is frequently performed in inclement weather conditions, with temperatures ranging from over 100 degrees to below zero. Work may occasionally be performed indoors, but will most frequently be performed outdoors.
    • While performing the duties of this job, the employee may be exposed to fumes, moving mechanical parts, airborne particles, and vehicular traffic.
