SUMMARY


An employee in this class will be responsible for planning, developing, implementing, monitoring, and enforcing a Safety Program under the guidelines of the Federal and State Occupational Safety and Health Acts, for the Town of Ocean City's Public Works Division.

Serves as the Lead representative in Emergency Management/C.O.O.P. for the Division of Public Works.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Reviews and revises safety manuals for the Public Works' Departments, as required, to ensure compliance with all Federal and State Occupational Safety and Health Acts.
  • Performs workplace audits of Public Works work sites and equipment for safety hazards to ensure safe work practices and compliance of required regulations on a quarterly basis.
  • Identifies staff safety related training and development needs by Department to ensure that the proper training is obtained. Provides guidance to employees on how to work safely.
  • Helps the individual departments maintain records of training and prepare reports relative to safety programs and performance.
  • Monitors work operations of employees and contractors (via the assigned Project Manager) performing work for the Town to help ensure compliance to Federal and State regulations.
  • Coordinates the Division of Public Works C.O.O.P. Programs and assist the Departments with revisions.
  • Serves as the Division of Public Works lead representative in the Town of Ocean City's EOC, during activation of events.
  • Attends safety training seminars and State Safety Association meetings to keep current on Federal and State regulations.
  • Creates and serves as Chairperson of Division of Public Works Safety Committee and holds monthly Safety meetings with Department's safety representatives. Identifies corrective actions and implements follow up to the meetings.
  • Prepares safety plans for each Department.
  • Prepares records for each Department on who needs hearing tests, respirator training, and fit testing. Conducts trainings on how to use and clean a respirator.
  • Reviews existing Policies and Measures and completes updates as needed.
  • Creates safety and risk matrix for each Department, based on each job function.
  • Develops a risk matrix per job, etc. for safety related shoes, gloves, glasses, vests, hard hats etc.
  • Develop a culture of Safety by establishing a proactive Safety Program.
  • All other duties as assigned.

EDUCATION and/or EXPERIENCE:


  • Certificates of appropriate/associated Training in Occupational Safety or related field, with a minimum of seven (7) years of experience in the field of Public Safety and Emergency Management and/or equivalent combination of education and experience.
  • Strong background in the NIMS/ICS training, C.O.O.P. planning and development programs, Disaster Recovery and Safety training.

CERTIFICATES, LICENSES, REGISTRATIONS:


  • A valid driver's license is required.
  • Certification in NIMS 700, 100, 200, 300, and 400 courses is preferred and/or will be required within one (1) year of employment.
  • Ability to pass all mandated alcohol/drug testing screenings.

OTHER QUALIFICATIONS:
Must be able to work a variety of schedules and be on call 24 hours a day. Must provide employer with a telephone number where employee can be contacted.

In the event of hazardous weather, employee will be called to duty during off hours, in order to maintain continuous operation of equipment.


LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Proficient in Microsoft Office.


MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
