    Summary

    As a Supervisory Contract Specialist, you will serve as an Acquisition Division Director under a designated Client Sector.

    Location of position: Office of Assisted Acquisition Services (AAS), Acquisition and Procurement Center of Excellence (APEX) located within the states of: RI, MA, CO, UT, PA, NJ, FL, MD, VA, DC, AL, and OH

    Duties

    This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency's telework policy.

    Major duties include, but are not limited to the following:

  • Directs acquisition activities to meet the federal government information technology (IT) services, professional services, and managed services needs in the most economical, effective, and efficient manner possible while ensuring acquisitions are executed in compliance with applicable regulations, statutes and policies. Employee manages a portfolio within a client-focused specialty sector with non-commercial acquisitions and in this capacity manages a team of acquisition-focused contract specialists supporting and championing the needs for client agencies nationwide and/or worldwide.
  • Incumbent is recognized as a subject matter expert and agency authority on acquisition involving the definition, acquisition, evaluation, and delivery of professional services and IT projects and non-commercial acquisitions. Non-commercial acquisitions include cost reimbursable type contracts. Oversees the conduct and cost analyses and cost realism. Directs cost analysis philosophy and approach.
  • Takes a leadership role in the implementation of processes. Creates standardized processes and expectations for the entirety of staff and workload. Responsibility for quality assurance and control within the APEX. Evaluates non-commercial, complex requirements to determine and justify appropriate contract type, including cost and contract vehicle.
  • Regularly meets with, briefs, and makes presentations for Senior Executive Service (SES) and other executive-level personnel within the agency, client agencies, and the Office of Management and Budget on matters of considerable consequence or importance to the program and procurements they manage. Proactively manages client expectations, resolves issues, and briefs the sector director on issues. Promotes the integrated project team concept to build consensus and identify solutions for client requirements.
