AECOM has excellent career opportunities for a creative, highly talented and experienced Construction Manager (CM) for a USAID project in West Bank and Gaza.

The CM will oversee large and medium scale water, wastewater, vertical structure and other infrastructure construction projects and provide technical advice to USAID in the management of contractors.

The CM reports to the project Chief of Party.

The CM will lead and manage all aspects of AECOM's construction oversight program to monitor and manage contractual compliance in coordination with host country agencies on behalf of USAID.

The CM is responsible for planning, organizing, staffing, and managing all construction oversight activities.


The CM will oversee a large team of construction and quality control engineers to monitor projects at multiple sites in various stages of construction, ensuring accurate documentation of progress and identification of deviations and non-conformance issues.

He/she provides regular progress updates for all projects and advises on management of potential and identified risks. S/he will be responsible for tracking and controlling task budgets, monitoring activity schedules, and reviewing contractor progress invoices.

Responsibilities of this position include, but are not limited to:

  • Provide oversight on behalf of USAID of construction contractor performance during the pre-construction and construction phases of assigned projects.
  • Effectively manage a construction management team to include construction project managers, resident engineers, inspectors, and other construction management support staff. Team structure varies depending on the degree of required USAID construction contract oversight activity.
  • Establish program specific construction management and quality management procedures/processes in accordance with AECOM standard procedures and policies including a process for management of submittals.
  • Provide technical support during the tendering process, participate in technical and cost reviews as needed, provide recommendations to USAID as required.
  • Ensure technical review and feedback on contractor's pre-construction submittals including mobilization plans and schedules, construction management plans and manuals, Quality Assurance/Quality Control (QA/QC) plan(s) and safety plans.
  • Oversee and manage regular construction monitoring and associated reporting to confirm construction contractor compliance with contract requirements.
  • Provide quality management services related to oversight and supervision of construction contractors' quality control services, provide confirmation of compliance.
  • Ensure effective oversight and monitoring of compliance with approved construction safety programs.
  • Participate in regular and meetings with construction contractors, monitor and advise on performance issues impacting cost and schedule. Monitor and track issues through resolution.
  • Work with USAID's Contracting Officer's Representatives (COR) to monitor contract compliance and all environmental requirements.
  • Ensure proper maintenance of project construction record and issue correspondence, certificates, notices and instructions to contractors as may be required by the provisions of the construction contract documents.
  • Provide review and recommendations of change orders, requests for equitable adjustments, extensions of time, disputes, and claims, and other similar matters.
  • Identify and report potential and real risks that may adversely impact project implementation, advise and support mitigation strategies.
  • Ensure effective review of construction contractors' payment invoices, provide recommendations for approval.
  • Ensure quality and on time submittal of progress reports describing the value of the work completed, problems that may require USAID's attention, construction contractors' performance, potential positive and negative cost and schedule variances.
  • Attend punchlist and final inspections, confirm that construction requirements have been satisfactorily completed. Provide Final Acceptance certificates and ensure all required documentation is completed.
  • Provide oversight of the QA/QC inspection services during the construction Contractor's defects liability period. Follow up with the contractor on any noted defects.
  • Provide support to commissioning and operation of infrastructure as required to support the program.

Qualifications:

Minimum Requirements


  • Bachelor's degree in engineering, construction management or related degree, or demonstrated equivalency of education and/or experience.
  • 6 plus years of professional experience in being a lead in construction management of water and wastewater and other infrastructure projects including 5 years on large international projects with multiple tasks orders or contracts.
  • Certified Construction Manager (CCM), or Project Management Professional (PMP).
