Position Summary
Under general supervision is responsible for monitoring the integrity of the Public Housing Program. Performs comprehensive program monitoring that requires knowledge of specific regulations, policies and guidelines that govern the Public Housing Operations. This includes but not limited to Rental Integrity PHAS.

Duties include performing reviews of the existing programs, verifying monetary expenditures, and auditing the use of Public Housing Funds to eliminate fraud, waste and theft.

Compiles investigative findings and prepares and presents reports. Performance of the duties requires sound knowledge of Public Housing regulations, research and excellent communications and computer skills.


Major Duties

  • Responsible for the performance of Comprehensive Reviews of the Public Housing programs to determine adherence to regulations and program guidelines.
  • Responsible for reviewing Quality Control activity: reports of the Managers, Application Supervisor, Regional Directors and the MTCS staff to determine accuracy and adherence to the QC policies and procedures.
  • Conducts both desk and onsite audit reviews of at least 10% of files on a monthly basis to investigate and document compliance with all applicable regulations. Performs comprehensive program monitoring that requires knowledge of specific federal regulations and policies.
  • Verifies annual inspections for timeliness, accuracy, completeness in accordance with HUD and local regulations.
  • Conducts oneonone training of staff as needed and as identified in the Quality Control Error Reports.
  • Reviews allegations of misuse of program funds. Verifies monetary expenditures and audits the use of Public Housing Funds to eliminate fraud, waste and theft.
  • Responsible for the preparation of correspondence, compiles and assembles reports. Submits monthly reports to Associate Deputy Director or designee outlining the results of reviews and audits, detailing findings and errors.
  • Identify weakness in housing management system and recommend corrective action for reducing error rates.
  • Performs other related duties as required.

Minimum Education, Training and/or Experience


Graduation from an accredited college or university with Bachelor's degree in Public or Business Administration, Education, Accounting, Economics or related field.

Two (2) years of experience in Accounting, program monitoring, compliance (monitoring) of program activities can be substituted for one (1) year of education.

An equivalent combination of education, training and experience to meet the required knowledge and abilities may be considered sufficient.
The ability to handle multiple assignments simultaneously.


Special Requirements

  • Pass the Public Housing Eligibility, Public Housing Occupancy, Public Housing Manager certification exams within 12 months of employment
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's fidelity bond.
  • Must be able to be covered under the Authority's vehicle insurance policy.

Other Requirements

  • You must successfully pass a prescreening investigation, including employment and education verification.
  • Probationary Period: This is a fulltime permanent position. Upon employment, you will be required to serve a 6month probationary period.
  • All new employees are required to receive at least one COVID19 vaccination shot in a twoshot series or be fully vaccinated prior to the date of hire.
