- Performs technical review of well directional surveys, new field discovery applications, down-hole commingling applications, enhanced oil recovery designation applications, high-cost gas area designation applications, and temporary field rules.
- Performs detailed review of completion reports for oil and gas wells.
- Validates and analyzes data relating to oil and gas well activities.
- Prepares plans, specifications, estimates, reports, and related documents for compliance with laws and standards, and makes recommendations for improvements.
- Prepares correspondence and technical reports.
- Performs engineering/geological assessments, modeling, and monitoring.

- Experience in oil and gas regulatory functions and knowledge of the Railroad Commission's rules, policies, and procedures.
- Knowledge of engineering/geology and data analysis techniques and theories.Knowledge of scientific principles, techniques, and procedures; of testing methods, processes, and procedures; of mathematics and statistics; and of the practical application of engineering/geosciences and technology.
- Skill in the use of computers and computer-aided design equipment and in the use and maintenance of scientific instruments.
- Ability to apply engineering/geoscientific concepts, to conduct inspections, to perform maintenance activities, to operate specialized equipment, to organize and analyze data, to communicate effectively, and to train others.
- Skill in scientific data management; in collecting and assessing data; in applying modeling and statistical procedures; in the use of a computer and applicable software; and in the use of standard tools of the profession.
- Ability to plan and oversee projects.
- Knowledge of the oil and gas regulatory functions and Railroad Commission rules and procedures.
- Ability to identify problems, evaluate alternatives, recommend effective solutions and to prepare reports.

Job Description
The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks an Engineering Specialist II to provide technical work in the Engineering Unit in the Oil and Gas Division.Major responsibilities include reviewing and evaluating well completion reports, directional surveys, new field discovery applications, down-hole commingling applications, enhanced oil recovery designation applications, high-cost gas area designation applications, and temporary field rules in accordance with Commission regulations and procedures.The Engineering Specialist II will use geophysical well logs, geographic information systems, and software applications in the review. May train others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
