    Job Description

    The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks a LICENSE AND PERMIT SPECIALIST II to provide complex, administrative and technical work associated with processing and approving drilling permit applications in the Drilling Permit Unit, Administrative Compliance Section of the Oil and Gas Division. This position offers the opportunity to learn and enhance skills in ARC GIS customized software, interpret rules governing production of hydrocarbons and horizontal drilling techniques, developed in Texas, that are now being applied worldwide. The successful candidate will assist customers with filing and processing of oil and gas well drilling permit applications (W-1) and providing information to navigate and utilize the Commission's website. This position will work under the direction of the Drilling Permit Manager and Section Team Leaders.

    Essential Job Duties

  • Receives and reviews drilling permit applications, revisions, and renewals.
  • Inputs and researches drilling permit applications, payments, and required technical data for permits into appropriate computer applications, databases, and systems.
  • Issues permits and ensures all applicable fees have been collected.
  • Maintains records associated with drilling permit applications, fee payments, and violations, and completes necessary forms to approve or deny permit applications.
  • Monitors drilling permit applications, contract registrations, other permits, and requests for appropriate routing or processing needed to approve permits.
  • May assist in creating, mailing, and tracking of certain notices that may be needed as part of the permitting process.
  • Provides administrative and technical assistance related to drilling permit requirements to the public, agency staff, and government and elected officials; answers questions and explains permit codes; and supplies information regarding drilling permit processing, policies, and procedures.
  • Will approve drilling permit applications based on state regulations, administrative codes, and agency policies and procedures.
  • Resolves discrepancies with drilling permit applications through written and verbal communication with operators and research of well records.
  • Respond to in-person, telephone, and e-mail inquiries from oil and gas operators, consultants and the public regarding Commission rules and regulations.
  • Researches information from hardcopy records, microfilms, and databases; interprets well information on the Commission's retired hardcopy maps to resolve discrepancies.
  • Meets and maintains production standards with a high degree of accuracy and attention to detail while applying varied complex work methods, procedures, and rotating job duties.
  • Performs additional related essential tasks to maintain production workflow.

    Qualifications

    Minimum Qualifications

  • High School Diploma or equivalent and 6 months experience in Engineering/Geoscience work or an oil and gas related field.
  • Graduation from an accredited four-year college or university with major coursework in engineering, natural resources, GIS or a related field is generally preferred.
  • Experience and education may be substituted for one another.
  • Preferred Qualifications

  • Experience in oil and gas regulatory functions.
  • Knowledge of the Railroad Commission's rules, policies, and procedures.
  • Basic level experience with GIS software in an educational and/or professional environment
  • Knowledge, Skills, and Abilities

  • General knowledge and skill using Geographic Information Systems (GIS).
  • Knowledge of and skill in using and reading hardcopy maps or plats.
  • Ability to operate personal computers.
  • Skill in the use of Microsoft Office and ability to learn customized software applications.
  • Ability to maintain working relationships with internal/external stakeholders and be open to peer review from supervisors on work performance standards.
  • Demonstrated skill in organizational, communication, and writing .
  • Ability to discern colors.
  • Skill in the operation of adding machines, copy machines, microfiche readers/printers.
  • Ability to apply basic arithmetic to complete mathematical calculations.
  • General knowledge of the oil and gas industry.
  • Skill in attention to detail and accuracy in work products.
  • Ability to research, update, and edit entries in database systems.
  • Ability to respond to rapidly changing pace and workload and cope with deadline pressures.
  • Ability to take initiative, work independently, make timely well application reviews and resolve discrepancies effectively.
  • Ability to work effectively on a team and address issues/concerns.
  • Ability to work flexible hours, overtime, weekends, and on call duty.

  • Ability to stoop, reach low and high, push and pull heavy file drawers and/or cart, and lift, carry and move up to 30 lbs.
  • Ability to work the hours of 8 am – 5pm, Monday through Friday.
  • Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
