Location- Arlington - Arlington, VA 22209 US (Primary)- Job Type- Full-Time- Category- Contracts and Subcontracts- Career Level- Director- Travel Required %- # of Hires Needed- 1- Position Contingent on Funding- No- Level of Clearance Required- N/A- Job DescriptionThe Director leads the Contracts Division within Administration and is responsible for the leadership and strategic direction of the division.

This position leads a team of contracts professionals who set the contract strategies for CRDF Global and provide strategic contract guidance to the program and business development teams while also having the internal platforms, policies, and procedures necessary to support effective and compliant management of cooperative agreements, grants and contracts.

The Director is required to have broad, extensive, and strategic knowledge of U.S.

Government regulatory requirements and best practices for cooperative and contract administration and experience leading globally diverse teams to solve complex issues.


The Director exercises a high level of judgement regarding strategy, departmental and organizational policies, procedures, and best practices and routinely makes decisions that have an organizational impact.

The Director sets direction and defines operating principles, practices for the division, and capitalizes on understanding of the organization to interact with internal and external customers.


Major Responsibilities:


  • Sets the vision for and leads the contracts division to provide strategic contract direction that enables the winning of new business and excellent program delivery
  • Responsible for the entire contracts life cycle to include the design, review, negotiation, and management of contractual agreements including cooperative agreements, contracts and grants
  • Build and lead a team of qualified contract administration professionals who can provide leadership to programs and business development teams with contractual strategies to enable successful program implementation. Ensures the team resources are allocated appropriately, that staff receive appropriate development and support, and that division activities are carried out consistently
  • Leads the contract strategy throughout the full business development cycle from pursuit identification through proposal delivery. Ensures that proposals are compliant with solicitation requirements and all terms and conditions
  • Responsible for providing guidance re: risks and any unusual terms to the organization to ensure all contractual risk items are understood as the organization makes new business and program decisions
  • Partners with the leaders of Mission Areas and Global Hubs to provide the contractual support needed globally for the business to be successful
  • Establishes and manages the policies, procedures, processes, and tools associated with the Contracts function. Ensures that those tools are effective for the business and that there is understanding and implementation of these items throughout the organization
  • Develops and maintains strong working relationships with internal and external stakeholders, most importantly customer representatives. Ensures that all contract staff have the same relationships at the appropriate levels
  • Supervises division activity ensuring that activities are executed on schedule and budget with the highest levels of quality and compliance; defines organizational structure of the division; recruits, hires, supervises and onboards staff; manages staff's professional development, training, and job performance
  • Sets goals and objectives for the division that are in alignment with organizational goals; responsible for establishing division performance metrics and benchmarks and meets performance targets.

Qualifications Skills and Knowledge requirements:


  • Bachelor's Degree in Related Field
  • 10+ years of experience in a related field; with 3+ years leading a team of contracts professional
  • Expert knowledge of assistance and/or acquisition processes and regulations for federal government agencies particularly with the Department of Defense, Department of State, and/or USAID preferred.
  • Fieldspecific training or certifications preferred
  • Customer service experience and effective communication skills, including experience working with international partners in challenging geographic areas and across organizations
  • Ability to utilize MS Excel and to prepare detailed financial reports and statistical analysis
  • Strong critical thinking and analysis, planning and problemsolving skills
  • Demonstrated ability to work independently and to adapt quickly to new challenges
  • High level of organization and attention to detail
  • Ability to secure a U.S. Govt security clearance
  • U.S. work authorization
