DEFINITION


To supervise and coordinate all recreation program activities and operations within the Recreation and Community Services department; to coordinate activities with other departments, outside agencies and the general public; and to provide highly responsible and complex staff assistance to the Director of Administrative and Community Services.


SUPERVISION RECEIVED AND EXERCISED

  • Receives general direction from Director of Administrative and Community Services.
  • Exercises direct, functional, and technical supervision over Recreation and Community Services Division staff.

Essential Duties and Responsiblities:


Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Supervises, provide direction and leadership to Recreation Programmers regarding their respective assigned responsibilities.
  • Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implement resulting policies and procedures.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Directs, coordinates and reviews the work plan for all recreation services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
  • Represents the Recreation and Community Services division to community organizations, civic groups and the general public; interprets and explains City recreation program policies and procedures.
  • Develops procedural manuals and instructional materials; revises as needed.
  • Seeks out and develops alternative funding sources for recreation activities and events; fund sources may include sponsorships, grant writing and program fees.
  • Performs administrative and marketing duties; designs and prepares registration forms and related materials; maintains a detailed inventory of equipment and supplies; develops and oversees promotional and marketing activities for all division activities; develops fee schedules.
  • Coordinates the organization and operational activities of various neighborhood service programs including community based service projects; interfaces with the city, other agencies and community groups on program issues.
  • Oversee and direct the operations of the sports center, plans, directs and coordinates the operations and activities of a multi-purpose fitness, cultural community center including community theater, indoor swimming pool and fitness center and Senior Center; oversees and provides direction for facility management and maintenance.
  • Selects, trains and motivates temporary volunteer staff; provides or coordinates staff training.
  • Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; recommends adjustments as necessary.
  • Interface with Finance staff to reconcile and monitor accounts, make adjustments and justify funds in division accounts; tracks revenue and funding sources.
  • Interface with Human Resources division regarding recruitment, selection, discipline, and performance evaluation of Recreation and Community Division staff.
  • Provides staff assistance to Director of Administrative and Community Services and/or participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.
  • Performs related duties and responsibilities as required.

Minimum Qualifications:


EXPERIENCE AND TRAINING GUIDELINES _Minimum requirements as a condition of hire:_


Experience:

Four years of recreational administration experience including one year at a full-time programmer, full-time coordinator, or supervisory level.


Training:


Equivalent to a Bachelor's Degree from an accredited college or university with major course work in recreational administration, public administration, physical education, business administration or a related field.


License or Certificate:

Possession of a State of California driver's license.


Knowledge of:


  • Operations, services and activities of a recreational and community services administration program including sports, recreation, youth services, childcare and related program areas.
  • Principles and practices of program development and administration.
  • Methods and techniques of data collection and report preparation.
  • Principles and practices of public speaking and presentation.
