POSITION:
Payroll Manager


QUALIFICATIONS:

  • Hold Bachelor's degree in business related field or minimum of five year's related experience
  • A high degree of proficiency in accounting and accounting systems
  • Microsoft Excel and financial software proficiency
  • Ability to work well with others
  • Works well with deadlines and records reporting requirements
  • Adaptability to changes in technology, processes, and procedures

REPORTS TO:
SAU #9 Director of Budget and Finance


JOB GOAL:


Work collaboratively with the Financial Assistant to Payroll to effectively manage the payroll and benefits department with efficiency and accuracy and provide appropriate data to members of the SAU and school districts' staff.


PERFORMANCE RESPONSIBILITIES:

  • Maintains personnel database for SAU and school districts.
  • Processes all new employee paperwork brought into the SAU office. Verifies that all forms are completed and information is supplied. Creates a personnel/payroll database file on the employee.
  • Verifies and disburses paperwork to all appropriate departments regarding any changes to an employee's change of employment, title, location, hours, wage, separation notice, change in name/address/phone number. Tracks leaves of absence as well as short and longterm sub requests.
  • Maintains records of all probationary periods and implements required changes to employment and benefits when probationary periods are met.
  • Receives and computes all payrolls, authorizes deductions, and verifies all payroll practices with the Director of Budget and Finance before processing payroll.
  • Responsible for entering and maintaining an attendance database.
  • Assists with processing all employment Contracts and Letters of Assurance as required under collective bargaining and/or law.
  • Coordinates all payroll data collection in all school locations. Sets annual meeting to meet with all payroll related personnel in each of the locations.
  • Assists with other payroll/benefits functions as necessary.
  • Acts as an advisor to the Director of Budget and Finance on all matters relating to payroll and benefits.
  • Maintains substitute records, lists and database.
  • Processes payroll deduction payments in a timely manner.
  • Updates or creates payroll related forms to continually provide a more efficient method to collecting or disseminating information. (i.e. timesheets, absence forms, direct deposit forms, et cetera).
  • Maintains dependent information for Affordable Care Act.
  • Responsible for the understanding of, and adherence to all collective bargaining agreements, labor laws and district policies.
  • Completes and delivers all payroll related reports (941s, W2s, 1095s, unemployment, workers comp, NHRS, et cetera).
  • Performs other duties as assigned

TERMS OF EMPLOYMENT:
Twelve month year. Salary to be established by the Superintendent and SAU 9 Board.


WORK YEAR:
260 day year/round position


EVALUATION:

Performance of this job will be evaluated in accordance with provisions of SAU#9's personnel policies using the Managerial Level Employee Evaluation Form.

The Director of Budget & Finance and/or administrative designee will be the evaluator.
