The City of Norfolk is actively seeking an Assistant Director of General Services.

The Department of General Services (DGS) provides internal support to City departments and agencies through Facilities Maintenance and Fleet Management.

DGS also provides citywide services through the Division of Parking, Security, Environmental Sustainability, and the Norfolk Animal Care Center.


The Assistant Director of General Services will contribute to the coordination and direction of daily operations of the department and oversee the activities of professional, technical, and administrative personnel.

The Assistant Director will contribute to departmental strategic planning and budgeting, as well as create, implement, and enforce City/Department policies and procedures.


Essential Functions:


Key responsibilities include but are not limited to:

  • Assists with the coordination of daily department activities. Directs and delegates the work of bureau managers and employees.
  • Coordinates the development and implementation of the Capital Improvement and Operating Budgets over $50 million. Authorized to approve budget expenditures and recommends budget improvements for efficiencies and effectiveness.
  • Provides leadership to staff by contributing to the development of departmental policy and procedures, establishing and reviewing performance indicators.
  • Coordinates the creation and implementation of strategic plans and goals that align with the City's core values. Ensures the plan's effectiveness is in relation to the department's goals.
  • Manages operations and acts as project manager by reviewing, establishing, and directing department and division activities, setting work priorities, coordinating responses to emergency situations.
  • Serves as a representative of the department and City by attending meetings, serving on committees, and attending business functions as needed. May act as Department Director in absence of the Director.
  • Performs data analysis to include the ability to interpret data, analyze results and provide ongoing reports.
  • The ability to create and deliver effective and engaging presentations to a variety of audiences.

Education/Experience:


  • Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master's degreelevel of study, preferably in the area assigned.

Required:


  • Five years of experience in a related field, preferably in a management capacity; or an equivalent combination of education and experience.
  • Budget and financial management experience.
  • Direct leadership and management of an operation or organization.
  • Prefer a master's degree in Management, Business, Public Administration, Project Management, or similar discipline

Additional Information & Requirements:


  • Valid Driver's License required.

Work Schedule:
Monday - Friday; 8:00 a.m. - 5:00 p.m.; Occasional overtime and weekend work may be required.

Signing Bonus:
This position is eligible for a $5,000 signing bonus.
