GENERAL DESCRIPTION
The agency's sexual behavior treatment program (SBTP) offers a full complement of sexual behavior treatment services to youth, with sexual behavior problems, who have been committed to the TJJD.The SBTP provides, in addition to the agency's rehabilitative strategy, and involves a multidisciplinary, collaborative approach utilizing techniques such as dialectical behavior therapy (DBT) motivational interviewing, relapse prevention, impulse control and self-regulation strategies, and evidence-based case management and treatment strategies that seek to hold the youth accountable.Public safety, victim protection are integrated into the expectations, policies, procedures and practices of the program.
Provides meaningful assessment of treatment and intervention needs. Facilitates group and individual sex offender counseling directly to juveniles receiving treatment through the SBTP program at the assigned TJJD state-operated high security correctional facility.In addition, the therapist conducts family counseling, family reintegration sessions, and trauma groups as needed; conducts assessments; develops, implements, and monitors specialized treatment plans, and performs discharge and transition activities to ensure coordination of treatment service delivery upon release to a halfway house or the community.Works as youth service team member and collaborates with case managers, education staff, juvenile correctional officers, and parole officers.May train others.May assign or supervise the work of others.
May be required to work in excess of 40 hours per workweek, be on-call, and travel occasionally.
Career Ladder Promotion Opportunity:This position is in the approved TJJD career ladder for Program Specialist - Sexual Behavior Treatment Professional.Personnel in this career ladder have the working title of Program Specialist - Sexual Behavior Treatment.Professionals receive career ladder salary adjustments upon meeting established eligibility criteria per agency policy until they reach the top level of the ladder.Placement on the career ladder is dependent upon education, licensure, and experience.Progression to the highest pay level on the career ladder is dependent upon education, licensure, experience, and performance.
Levels of Work Performed by Career Ladder Level:
Program Specialist VI:Performs highly advanced (senior-level) work under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Program Specialist VII:Performs highly advanced (senior-level) work under minimal supervision with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
Conducts and facilitates treatment groups, trauma groups, individual and family contacts and counseling, and psycho educational groups for assigned juvenile sex offender caseload, and plans for scheduled and unanticipated leaves of absence to ensure the provision of services by an approved substitute group leader.(40%)
Collaborates with program staff and multi-disciplinary team members in meeting established objectives and goals; identifies functions of behavior using tools such as behavior chain analysis, service gaps, and areas that are barriers to treatment; and recommends improvements to resolve problems or enhance operations.(15%)
Conducts and completes initial case assessment and treatment reviews for assigned caseload.(5%)
Conducts juvenile sex offender risk assessments and all assessments related to youth progress in the program.(5%)
Conducts multi-family groups, family counseling, and family reintegration sessions.(5%)
Completes Discharge Summary when a youth completes the SBTP program to ensure continuity of care and management of risk factors for recidivism; continues to provide sex offender treatment supports services as needed or requested; and collaborates with the transitional placement staff to identify appropriate aftercare services.(5%)
Reads, reviews, and properly applies information found in youth records related to youth health, safety, and security; provides appropriate information to other staff; and complies with policies, procedures, rules, and regulations.(5%)
Prepares and maintains records, forms, and reports.(5%)
Assists the case manager in case planning for assigned caseload, applies appropriate sex offender adaptations to facilitate treatment progress, and monitors youth's progress in specialized treatment to address remediation areas as well as early discharge and successful completion criteria.(5%)
Reports any presence or perception of racial, ethnic, and/or gender disparities.
Performs a variety of related duties, not listed, determined and assigned, as needed, by the supervisor.

Qualifications:
MINIMUM QUALIFICATIONS
Program Specialist VI - Pay Level One (1):
Passed the appropriate primary mental health licensing exam (LMSW, LPC-A, LMFT-A, etc.), pending award of a relevant Texas license, and upon receipt of the license is eligible to apply for the ASOTP license, and
Must apply for and obtain the ASOTP license within six (6) months of date of hire as a Program Specialist VI - SBT Professional, and
Working towards licensure as a Licensed Sex Offender Treatment Provider (LSOTP) and must apply for and obtain LSOTP license within two (2) years of hire as a Program Specialist VI - SBT Professional.
OR
Licensed in the State of Texas as an Affiliate Sex Offender Treatment Provider (ASOTP), and
Working towards licensure as a Licensed Sex Offender Treatment Provider (LSOTP) and must apply for and obtain LSOTP license within two (2) years of hire as a Program Specialist VI - SBT Professional.
Program Specialist VI - Pay Level Two (2):
Licensed in Texas to practice as a licensed professional counselor (LPC), licensed marriage and family therapist (LMFT), psychologist, physician, psychiatrist, licensed clinical social worker (LCSW), licensed master social worker (LMSW) under a TSBSWE's approved clinical supervision plan, advanced nurse practitioner (APN) recognized as a psychiatric clinical nurse specialist or psychiatric mental health nurse practitioner who provides the treatment of sex offenders and/or juveniles who commit sexual offenses, and
Licensed in the State of Texas as an Affiliate Sex Offender Treatment Provider (ASOTP), and
Working towards licensure in the State of Texas as a Licensed Sex Offender Treatment Provider (LSOTP) and must obtain LSOTP license within two (2) years of hire.
Program Specialist VII - Pay Level Three (3):
Licensed in the State of Texas as a Sex Offender Treatment Provider (LSOTP), and
Less than three (3) years experience as an LSOTP.
Program Specialist VII - Pay Level Four (4):
Licensed in the State of Texas as a Sex Offender Treatment Provider (LSOTP), and
Three (3) or more years experience as an LSOTP.
Pre-employment conditions require acceptable results from mandatory:
•Obtain and maintain certification in TJJD's approved use of force techniques.
•Obtain and maintain certification in First Aid and CPR.
•If hired as a Program Specialist VI - SBT Professional (Pay Level One (1)) with an ASOTP, must obtain license as an LSOTP within two (2) years of hire.
•If hired as or upon promotion to a Program Specialist VI - SBT Professional (Pay Level Two (2)), must obtain LSOTP within two (2) years from date of hire or promotion.
•Failure to obtain and maintain required licensure will result in termination of employment.
