Minimum Qualifications

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (
NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a
NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-

COMPETITIVE MINIMUM QUALIFICATIONS:


Experience in auditing, interviewing, building security surveillance, traffic enforcement, or performing routine inspections or surveys will NOT be considered investigative experience.


Substitutions:

an associate degree can substitute for two years of specialized experience; and a bachelor's or higher degree can substitute for four years of specialized experience.


  • Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.


Examples of non-qualifying experience include but are not limited to: experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.


Substitutions:
an associate's degree in criminal justice or related field may substitute for TWO years of qualifying experience. A bachelor's degree in criminal justice or related field may substitute for FOUR years of qualifying experience.


Related fields include:

cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security.

Duties Description

Duties include but are not limited to:

  • Visit individuals, businesses, and agencies to gain info / documentation, and to secure employer cooperation and compliance.
  • Demonstrate through daily usage, a mastery of relevant information technology, including but not limited to the Investigator Mobile Application, IC2, CIS, and Insurance Compliance Investigation Maintenance; research engines; and solid knowledge of Workers' Compensation Law as relates to enforcement unit procedures and related claims processes. Stay abreast of enforcementrelated Workers' Compensation Board program requirements.
  • Proper use of Board issued equipment, such as iPad and iPhone, as designated in enforcement procedures and manuals.
  • Write clear, concise, factual reports.
  • Serve all legal documents including stopwork orders and subpoenas timely.
  • Answer routine questions from the public in a polite and professional manner.
  • Complete investigations and corresponding reports in a timely manner.
  • Proactive investigation of suspected noncompliance and quick/decisive response to perceived problems.
  • Maintain good working relationships with supervisor and coworkers. Reports difficulties with specific assignments to supervisor immediately, support other team members to maximize unit effectiveness.
  • Keeping up a professional attitude and appearance at all times.
  • Maintain accurate records of activity using the Investigator Mobile Application and IC2. Safeguard the confidentiality of records, procedures, and persons.
  • Exercise good judgment when: preserving safety; judging feasibility / predicting likely outcome of contemplated actions; refining and improving investigative techniques.
  • Attend all agency/unit required meetings and training sessions.
  • Timely completion of all mandatory SLMS training classes.
Travel is throughout Binghamton. There is no overnight travel for this position.
