Primary Purpose:

Under general supervision, performs responsible, administrative tasks in directing, planning and supervising design and construction of major new and
renovation projects; directs professional and support staff involved in facilities master planning, development, space allocation planning, project
design, and construction project management; directs the design team in the preparation of construction documents and specifications; negotiates,
coordinates and reviews construction and renovation projects; ensures that work and materials meet established engineering standards and
specifications.


Qualifications (Experience/Education/Certification):


Education:

Bachelor's degree in construction discipline, architecture, architectural-engineering or a related engineering degree, or any combination of education
and related work experience.


Minimum Experience:
Considerable and progressively more responsible experience in the field of facility design and commercial construction. Three years, or more, of
construction administration work in a public organization, preferably a public school district, or any equivalent combination of education and experience
that would provide the above noted knowledge, skill and ability. A valid Texas driver's license in good standing is also required.


Major Responsibilities:


  • Oversee the development of capital improvement planning, design and construction activities which support the school system's management
plans for both new facilities and renovation of existing facilities.


  • Direct the writing of RFQ's and RFP's, educational specifications and standards; reviews design plans, specifications, and contract documents;
negotiates contracts and monitors design consultant and general contractor work through the professional staff.


  • Assist in the evaluation of proposed building sites and the management of details related to making sites ready for design and construction of
facilities.


  • Serve as liaison with developers and representatives of governmental entities having jurisdiction over design and construction, site use, etc.
  • Oversee the development of design guidelines and administrative procedures for architects, engineers, surveyors, geotechnical and other
consultants and general contractors.

  • Assist in evaluation of proposed design professionals and general contractors and administers contracts.
  • Supervise the professional and administrative staff assigned to the Construction unit, and directs the activities with technical supervision of
consultants, contractors and related staff.

  • Prepare a status schedule for all projects and updates monthly.
  • Prepare a comprehensive project budget for each project in the program, updating the budget with encumbrances every month; prepares a
comprehensive program budget covering all items of support services, professional services and construction of each project, updating the budget
with encumbrances every month.


  • Prepare and updates a critical path schedule for major decisions by the administration, such as site selection and occupancy targets; advises
administration of long-range indicators that could impact construction costs in the future.


  • Consult with administration on appropriateness of designs, relative values of building systems, and performance of design professionals and
construction contractors.


  • Serve as liaison with general contractors in all owner/contractor matters.
  • Assist with selection/purchase of furniture, fixtures and movable equipment (FF&E).
  • Follow Educator Code of Conduct & all policies, procedures, laws and State/Federal regulations.
  • Perform other duties as assigned.

Special Knowledge/Skills:


  • Comprehensive knowledge of planning, estimating, designing and building facilities in accordance with state, local, and Board standards
governing the design and construction of buildings.

  • Comprehensive knowledge of planning, budgeting, and the administrative ability to direct the capital improvement program meeting fixed
schedules for occupancy of schools.

Ability to plan and supervise the work of other professionals (both staff and consultants).

Ability to develop and maintain effective working relationships with PfISD staff, the public, county government officials, individual school staff,

and the Board of Trustees.

Ability to communicate clearly and concisely, both orally and in writing, and to communicate with diverse community groups at meetings, in

person, and through written reports.
