    GENERAL DESCRIPTION

    This is technical position involving the sampling, monitoring and regulation of the City's Oil, and Grease management program (OGMP). The Environmental Specialist is responsible for collecting samples, chain of custody, inspections, record keeping and reporting to maintain regulatory compliance standards. Work is performed with considerable independence under the general supervision of the Environmental Program Supervisor.

    ESSENTIAL JOB FUNCTIONS

    The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.
    • Responsible for the management of the City's Oil and Grease Management Program (OGMP).
    • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
    • Samples, monitors and regulates commercial customers discharging to the City's sanitary collection system on the OGMP.
    • Identifies and resolves commercial issues arising from ordinance and/or Federal and State regulations.
    • Performs compliance with the City's Sewer Use Ordinance, Rule of the Florida Administrative Code, and 40 CFR Part 403 of the EPA's federal regulations.
    • Responds to complaints that arise in the field. Escalates complaints that should be address by management.
    • Reviews commercial users OGMP applications and manafests for consistency with environmental regulations.
    • Identifies and investigates sources of illegal dumping of toxic wastes that may potentially harm the sanitary collection system and/or the Water Reclamation Facility and employees.
    • Maintains record keeping, monthly, as well as, annual reports, and submittal of reports for billing of surcharges, renewal fees, inspection fees or other fees as designated by ordinance.
    • Uses office equipment such as computers, fax machine, copier, communication equipment, multi-line phone system and motor vehicles. Also, uses equipment relative to the collection, sampling and testing of commercial and industrial discharge. Safety equipment as prescribed and/or necessary.
    • Helps with the Industrial pretreatment program.
    • Performs any other duties or tasks as assigned.
    KNOWLEDGE, SKILLS & ABILITIES
    • Ability to clearly understand and apply the Environmental Protection Agency's Code of Federal Regulations regarding pretreatment, applicable state Department of Environmental Protection rules and local codes or ordinances as approved and passed by the City of Apopka.
    • Knowledge of the Florida Plumbing Code with regard to the sizing and installation of grease interceptors is essential.
    • Ability to perform a variety of related inspections and sampling related to wastewater discharges and compliance with the City's Sewer Use Ordinance, Rule of the Florida Administrative Code, and 40 CFR Part 403 of the EPA's federal regulations.
    • Ability to respond to complaints.
    • Ability to review facility discharge reports and surveys and permit applications for consistency with environmental regulations.
    • Strong knowledge in the use of a computer and the use of MS Word, Excel, Power Point, and Access.
    • Strong ability to write permits and other related correspondence.
    • Knowledge of Florida Department of Environmental Protection Standard Operating Procedures for Field Sampling (DEP-SOP-001/01); Code of Federal Regulations and Department of Environmental Protection rules and regulations regarding industrial and commercial discharges to a municipal sewer collection system.
    • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments and agencies.
    MINIMUM QUALIFICATIONS
    • High school diploma or valid equivalent.
    • Six (6) months of experience in wastewater treatment plant operations, performing industrial pretreatment inspections, or performing compliance inspections; or an equivalent combination of education, training and experience.
    • Fats, Oils, and Grease Management Program 1 Certificate, or must obtain Program 1 certification within one year of employment.
    • Valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.
    An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

    JOB LOCATION

    All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.

    ADDITIONAL POSITION INFORMATION
    • Physical Requirements: Frequent standing, sitting, walking, bending, kneeling, sitting, stooping, pushing/pulling up to 40 lbs., digging, reaching overhead, lifting up to 40 lbs., and climbing.
    • Environmental Requirements: Exposure to extreme weather, areas of noxious fumes, chemicals, confined areas and areas of excessive noises.
    • Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
