- As a member of the senior management team, participates in weekly managers' meetings, and is responsible for the overall strategic planning, development, implementation, and evaluation of all activities and services associated with a complex, dynamic organization which assists over 16,000 students and their Job Standards with more than $300 M annually. Works to resolve the department's most complex financial aid cases that require manager intervention and policy determination. Maintains a comprehensive working knowledge of all federal, state, system wide and institutional programs administered by the Office of Financial Aid and Scholarships.
- Develops and maintains a system to track federal Title IV funds for required federal reporting.
- Prepares necessary calculation of Title IV expenditures in order to report and claim the institution's Administrative cost Allowance.
- Oversees the preparation of the institution's federal FISAP report and application for federal Title IV funds. Resolves any discrepancies between Financial Aid system, several federal funding systems and General ledger. Works with BFS, Chancellor's Office and other campus constituents to complete and submit the annual federal FISAP report and application for Title IV funds. Submits final FISAP to the Fiscal Manager for approval.
- Oversees the reconciliation of various major Federal Title IV student aid program accounts of over $250 million in funds disbursed annually.
- Monitors fund balances in order to identify the need for Transfer of Funds and Transfer of Expenses. Initiates these transfers via the online TOF & TOE system and via paper Journal preparation and submission to BFS.
- Generates financial reports for student aid accounts for review by the Fiscal Manager and Director.
- Reviews reconciliation of the departmental accounts.
- Audits & reviews outside agency scholarship checks and accounts reflecting an annual amount of approximately $3.2 million. Ensures compliance with Federal, State and UC policy regarding disbursement and documentation of disbursed scholarships. Ensures adherence to cash management policy regarding deposit of funds into the university cash management system.
- Oversees department business processes, including, but not limited to pre and post department travel and student hiring, ensures adherence to UC and campus policy.
- Maintains in depth knowledge of UC and campus policy regarding departmental business processes, including SAS 112/115.
- Recommends and manages development of IT systems and interfaces with internal and external systems related to Work-Study programs.
- Forecasts program development needs and makes recommendations to the Fiscal Manager and Director.
- Evaluates systems and programs for efficiency, adequacy, and audibility. Tests delivery enhancements to identify and fix processing problems to improve internal controls and enhance quality assurance.
- Note: The Policy on Vaccination Programs - With Interim Revisions was updated effective August 16, 2023. A systemwide review of this policy will take place in Fall 2023 with an expected issuance/effective date in early 2024.

Brief Summary of Job Duties:
The Fiscal Analyst performs a variety of professional financial and administrative duties in support of the day to day operations and the financial planning and administration of the department.
Responsibilities include the fiscal management of the Federal Work-Study program, budgetary and fiscal reporting, reconciliation of university, state and federal student financial aid agency funds of $250 million.
Engages in strategic planning, identifies innovative approaches to problem solving, develops departmental goals, plans resource allocations, and optimizes resources and efficiencies.
Has direct interaction with and serves as a liaison to UCSB's Business & Financial Services.Under general guidance, exercises a high degree of autonomy in addressing department issues while independently solving problems requiring interpretation of a wide variety of federal, state and UC policies.

Financial Aid Case Resolution and Management
Fiscal Management
:
Work-Study conducts program trend analysis and short & long range planning relating to the Federal Work-Study program. Forecasts program development implications of budgetary changes and recommends strategies for optimal funding utilization. -Monitors accounts receivable to maximize off-campus employer receivable recovery and minimize write-off liability.
Monitors monthly reconciliation, billings, collections and statement of accounts, budget reports and projections to ensure fiscal solvency for the programs according to federal, state and campus policies and procedures, and audit and cost accounting standards.
Identifies errors, defines problems behind them and devises innovative solutions. -Audits various work-study financial journals to insure the accuracy of these financial transactions. Reviews and audits fund balances, expenditures, fund transfers, and advises the Fiscal Manager and Director on fund activity.-Works with Business & Financial Services and other agencies to ensure subsidiary work-study program balances, general ledgers and payroll distribution reports are reconciled by year-end.
