  • The Department of Probation is recruiting for an Assistant Commissioner of Human Resources.
Under executive direction of the Deputy Commissioners of Administration with great latitude for the exercise of independent judgment has oversight responsibility, the Assistant Commissioner will:

  • Originate and lead Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes quality and productivity and the recruitment and ongoing development of a superior workforce.
  • Coordinate the implementation of services, policies and programs through Human Resources and Timekeeping staff that provide customer friendly service to all agency personnel in the areas: recruiting and staffing, employee orientation, benefits, recordkeeping of time, workforce safety, career counseling, organizational development and performance management
  • Coordinate the activities of the Personnel and Timekeeping Units to ensure the integrity of all human resource functions including recruitment, selection, placement, civil service administration, timekeeping, classification, compensation, benefits administration and reporting and labor relations; and ensures that data input to the NYCAP's, Planned Action Report (PAR) Process and City Time systems is both accurate and in compliance with applicable rules, regulations, and policies.
  • Work collaboratively with Assistant Commissioner of Financial Operations to streamline the sharing of information to increase the timeliness and correctness of all personnel actions processed.
  • Advise all levels of management on Human Resources issues ensuring agency compliance to all applicable rules, regulations and contractual agreements.
  • Work closely with DOP Equal Employment Opportunity (EEO) Officer to ensure appropriate information is disseminated and serves as the Agency Career Counselor.
  • Maintain liaison function with Department of Citywide Administrative Services (DCAS) on all transactions ensuring compliance with applicable polices and Comptroller's Directives.
  • Maintain an uptodate Employee Manual; ensures that policy and procedure communications are routinely distributed to all staff to provide access to uptodate and relevant information.
Minimum QualificationsA baccalaureate degree from an accredited college and four years of full-time experience in a governmental agency, business firm, civic or educational institution, directing or assisting in the direction of one or more major areas of administration (such as budget, personnel, purchasing) in a large organization or organizational segment, or conducting related complex management studies and analyses, or performing an appropriate combination of these duties, 18 months of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or

A satisfactory equivalent combination of education and experience. However, all

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
