Duties:
The incumbent serves as a requirements management expert responsible for the efficient development of requirements for complex systems. Optimizes the requirement process to ensure efficient documentation, management and tracking of requirements.
The incumbent works within the ULS Modernization team to verify and ensure traceability across requirement documentation, system components, associated test plan, deployed software.
The incumbent navigates and understands the competing needs of multiple licensing system stakeholder groups within WTB. Differentiates between actual stakeholder needs for an initial product and desired upgrades.
The incumbent analyzes stakeholder needs and processes to translate them into business requirements. Facilitates the negotiation of requirements amongst multiple stakeholders within and outside of WTB.
The incumbent documents comprehensive requirements in an industry standard format that can be shared with stakeholders and the development team.
The incumbent reviews and finalizes requirements with relevant stakeholders to ensure they map to real business needs, are approved by all relevant stakeholders, and comply with all applicable FCC standards.
The incumbent develops a repository to organize and manage all requirements along with priorities and dependencies between requirements, and change history.
The incumbent supports the Change Control processes and ensures proper controls are exercised to scrutinize and correctly account for new scope items.

Qualifications:

Specialized Experience
GS-13
Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service.
For this position, specialized experience includes the following:
- Experience working with multiple stakeholder groups to analyze complex crossfunctional business processes and develop associated requirements
- Experience using industry standard formats to document requirements and ensure traceability across requirement documentation, system components, associated test plans, and deployed software; and
- Experience using a repository or tool to organize and manage requirements throughout the project lifecycle.
- Skill developing, maintaining and managing requirements documentation for large scale projects.
- Skill evaluating licensing programs, documenting requirements, and testing the resulting software.
- Skilled conducting analyses and making appropriate recommendations for IT improvements.
- Skill communicating and maintaining effective working relationships with individuals and groups.
TIME OR UNPAID EXPERIENCE:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
