    THIS IS A PROMOTIONAL RECRUITMENT.

    current Carlsbad Unified School District employees who have passed their probationary period may apply.

    This is a promotional recruitment to establish an eligibility list which will be used to fill any vacancies which may occur within a period of one year or until the eligibility list is depleted.

    Positions in this classification typically work 8 hours per day, 12 months per year.

    The recruitment process will consist of a training and experience examination and a structured interview

    BASIC FUNCTION:
    Under the direction of the Director-Fiscal Services, perform a variety of professional accounting duties involved in reviewing, analyzing, auditing, reconciling, maintaining and adjusting various District accounts, funds and budgets; prepare, maintain and audit a variety of financial and statistical data, records, reports and statements

    ESSENTIAL DUTIES:


    Perform a variety of professional accounting duties involved in reviewing, analyzing, auditing, reconciling, maintaining and adjusting various District accounts, funds and budgets; assist in assuring financial activity of assigned accounts and budgets complies with applicable standards, requirements, laws, codes, rules, regulations, policies and procedures.

    Prepare and maintain a variety of financial and statistical reports, statements and records related to income, expenditures, accounts, budgets, programs, transfers and assigned duties; review, audit and analyze financial statements, records and reports to assure accuracy, completeness and compliance with established guidelines, procedures and Generally Accepted Accounting Principles.

    Review, audit, analyze, reconcile and adjust categorical and other assigned District funds and accounts; calculate, post, audit, code and adjust journal entries; update accounts to reflect revenue and expenditures; balance accounts, audit for errors and make appropriate adjustments; initiate and process account and budget transfers and other transactions as needed.

    Provide administrative support in the review, preparation and development of designated budgets and related documentation as assigned; prepare revenue, expenditure and cash flow forecasts and projections to assist with budget preparation; analyze costs, interpret data and provide recommendations concerning budgetary allocations, limits and expenditures as directed.

    Research, review, compile, prepare, calculate, analyze and revise financial and statistical data related to assigned accounts, budgets and activities; compare and reconcile ledgers, statements, records, documents and reports to identify errors and discrepancies; research, investigate and resolve financial issues, errors and discrepancies.

    Provide consultation to school site and District personnel and administrators concerning accounting and budgetary functions; respond to inquiries and provide detailed and technical information concerning related accounts, budgets, standards, principles, practices, transactions, issues, records, reports, requirements, laws, codes, regulations, policies and procedures.

    Monitor and evaluate assigned accounts and budgets and related income and expenditures to assure accurate allocations, availability of funds, proper generation of revenue and compliance with established limitations.

    Provide internal audit services and documentation mandated by County, State and federal guidelines; reconcile banking and various other fiscal statements prepared by outside agencies to assure accurate fund accounting; assure financial statements, transactions and account balances match District records and reports; prepare, reconcile and adjust accruals as assigned.

    Participate in the review and analysis of designated accounting and budgetary systems and procedures to assure efficiency and compliance with established internal policies and procedures; provide input concerning the development and implementation of accounting systems and procedures as requested.

    Input and update a variety of financial and statistical data in an assigned computer system; establish and maintain automated records and files; initiate queries, develop spreadsheets and generate a variety of computerized reports and documents; assure accuracy of input and output data.

    Receive, review, verify, process and evaluate invoices, reimbursements, receivables and purchase orders for assigned programs and functions as assigned; collect monies and balance and reconcile cash accounts; initiate, analyze and assure proper disbursement of payments for construction funds and other complex transactions as required.

    Assist the District with maintaining position control as assigned; review, analyze and provide approval for personnel requisitions for hourly work, stipends or other personnel expenses.

    Communicate with administrators, personnel and various outside organizations to exchange information, coordinate activities and programs and resolve issues or concerns.

    Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software.

    Train and provide work direction and guidance to designated personnel; review work for accuracy, completeness and compliance with established requirements.

    Maintain current knowledge of laws, codes, rules, regulations and pending legislature related to accounting and budgetary functions.

    Participate in a variety of other assigned activities such as following up on NSF checks, calculating debt liabilities, preparing capital asset and depreciation schedules, and year-end accounting activities including closing books.

    Attend and participate in various meetings as assigned.

    Interpret, apply and explain rules, regulations, policies and procedures.

    EDUCATION AND EXPERIENCE:

    Any combination equivalent to:
    bachelor's degree in accounting or related field and two years professional accounting experience performing varied financial analysis, auditing, budget development, record-keeping and report preparation duties

    The candidates achieving the top three ranks of the appropriate eligibility list will be referred for a final selection interview.
