Description
GovCIO is currently hiring for a Senior Operations Specialist to provide support at Rock Island, IL.Responsibilities
Perform independent in-depth research and analysis of emerging policy, regulations, directives, or industrial issues.
Assist with the management of day to day operations, synchronization, and coordination for the Logistics Civil Augmentation Program (LOGCAP) and provide recommendations and information on operational issues.
Assist with the development of requirements packets, the screening of requirements for completeness and accuracy.Review, prepare analyzes, coordinate and develop draft staff actions and requests for information; prepares or reviews briefings; and collaborates with the Branch Chief.
Make recommendations of new or updated policy and procedures for the program.Consolidate reports. Prepare Operations/Readiness Common Operating Picture (COP) briefs.
Update and maintain operations files in SharePoint.
Facilitate teleconferences and attend meetings.
Track contract milestones and schedules.
Track performance metrics, attend meetings and teleconferences, review performance contractor deliverables, maintain updated status of non-conformance issues impacting mission capabilities, and researching and responding to inquiries.
Qualifications
Bachelor's with 8+ years (or commensurate experience)

Required Skills and Experience
Minimum of ten (10) years of experience planning, organizing, coordinating, and managing logistics and acquisition activities, and a minimum of five (5) years of experience working in operations at the Brigade level or above.
Thorough knowledge of National, Operational, and Tactical Level Logistics; as well as Peacetime, Contingency, and Defense Support of Civil Authorities (DSCA) operations; Fragmentary and Deployment Orders; and Homeland Defense and Security.
Must fully understand concepts, strategies, practices, and planning guidance that affect the mission of the ASC.Studies and analyses often require the incumbent to plan, organize, and conduct a study of the efforts of logistics support at various command levels.
Projects typically involve the identification and new development of potentially new strategies and functions for subordinate organizations.Works with other specialists/analysts to develop new methodologies/strategies and makes recommendations to optimize the efficiency and effectiveness of the Program's operations through changes in work methods, organizational structures, or management processes.
Knowledge of analytical and evaluative methods and an understanding of regulatory programs to select and apply appropriate evaluation techniques in determining the extent of compliance with rules and regulations issued by the Command.
Work requires skill in preparing projects, information papers, staff reports, and skill in organizing and presenting reports and briefings to managers.
Knowledge of management and organizational principles and practices along with knowledge of military command structure, missions, programs and organizational relationships.
This knowledge is used to conduct management studies and projects related to reorganization proposals, realignment actions, and special organizational analyses.
The work requires considerable interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Must be proficient in Microsoft PowerPoint at the intermediate level.Company Overview

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.
The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.
If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
