Description

GENERAL DESCRIPTION

The Procurement and Contract Operations Division of the Office of the Attorney General (OAG) is seeking a Manager that provides managerial work administering the daily operations and activities of a team of purchasers.

Work involves overseeing and/or establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; planning, preparing, organizing, reviewing, and providing guidance on purchasing related functions and documents.

Supervises the work of others.


ESSENTIAL POSITION FUNCTIONS

  • Manages daytoday activities of procurement staff within the Procurement and Contract Operations Division.
  • Oversees the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels.
  • Oversees the implementation of changes resulting from new legislation.
  • Oversees and/or coordinates purchasing goals and objectives.
  • Oversees and/or coordinates the preparation, review, tracking, and processing of purchase orders and solicitation documents (i.e., request for proposals, request for offers, bid invitations, etc.)
  • Oversees and/or coordinates the development of purchasing program guidelines, procedures, policies, rules, or regulations.
  • Monitors legal and regulatory requirements pertaining to purchasing and procurement.
  • Monitors compliance with policies and procedures; and provides input or approves new policies and procedures.
  • Coordinates and/or develops and provides training to staff and customers regarding purchasing and procurement practices and policies.
  • Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  • Develops and implements techniques for evaluating business function, division, or department activities.
  • Identifies areas of needed change and makes recommendations to improve operations
  • Performs related work as assigned
  • Maintains relevant knowledge necessary to perform essential job functions
  • Attends work regularly in compliance with the agreedupon work schedule
  • Ensures security and confidentiality of sensitive and/or protected information
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity

Qualifications

MINIMUM QUALIFICATIONS

  • Education: Graduation from an accredited college or university with major coursework in business administration, public administration, or a related field is generally preferred. Experience in the following (or closely related) fields may be substituted for the required education on a yearforyear basis: business, public administration, accounting, procurement and contracts, management.
  • Experience: Ten (10) years of fulltime experience working in the following (or closely related) fields: purchasing or contract administration.
  • Knowledge of procurement and contract management methods and procedures; state procurement principles and practices; assigned commodities and products on the open market; supply sources; and the principles of business administration and accounting.
  • Skill in performing as a team lead or in a supervisor role.
  • Skill in executing the solicitation lifecycle: solicitation development, evaluation of vendor responses through award.
  • Skill in providing customer service in a professional environment
  • Skill in using word processing, Email and spreadsheet software packages
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;
  • Skill in effective oral and written communication
  • Skill in exercising sound judgment and effective decision making
  • Skill in analyzing needs and recommending solutions
