Description

Performs difficult professional engineering work in the preparation, review and/or analysis of electrical designs, plans, and specifications for adequacy and compliance with provisions of the electrical code and departmental

standards; approves designs, plans, specifications, materials, or methods prepared or proposed; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Department of Public Works - Building Division in Hilo.

May be eligible for a Recruitment Incentive not to exceed $20,847. Conditions apply.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list.

Temporary appointment may lead to conversion to permanent appointment.

Reviews a variety of electrical designs, plans and specifications submitted

by private and government architects and engineers for adequacy of design and for compliance with code and departmental requirements.
Reviews and makes recommendations for Electrical Code amendments.
Approves and/or recommends approval or rejection of plans and specifications requiring decisions and interpretations affecting design or procedures.
Prepares and/or analyzes designs of electrical and electronic systems for power distribution, street lighting, traffic signal, alarm and communication

systems, etc.

Analyzes designs of electrical systems for all types of buildings and structures including water systems deep-well and booster pumps and other structures requiring the utilization of electricity.

Checks and verifies correctness of calculations, determinations and assumptions made as to requirements, loads and capacities.
Reviews plans and specifications for major buildings and structures involving complex computations and difficult interpretations of the Electrical Code.

Meets and confers with architects, engineers, and department personnel on matters concerning the application and technical interpretation of the Electrical Code.

Operates vehicle to travel to construction project sites; Conducts field and office studies of electrical systems and prepares report of findings with necessary recommendations.

Prepares complex contracts and specifications for equipment as appropriate.

Initiates inquiries and analyzes reports on characteristics and uses of new or alternate materials and devices and determines their acceptability.

Prepares correspondence and reports on technical engineering matters.
May supervise lower-level professional and sub-professional personnel.

Training and Experience:
A combination of education and experience substantially equivalent to:
graduation from an accredited college or university with a baccalaureate degree in electrical engineering (scan and attach your official college transcript to your application), and
three (3) years of professional electrical engineering experience, and
registration as a professional electrical engineer in the United States at the time of filing (scan and attach a copy of your electrical engineer license to your application), and

ability to travel independently to various geographic locations, this requirement may be fulfilled by possession of a valid State of Hawai'i driver's license (Class 3), valid comparable driver's license at the time of filing, or use of other means of transportation which meet position needs.

Note:

Possession of a certificate of registration as a professional electrical engineer in the State of Hawai'i prior to completion of probation.

Examination:
All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.

Knowledge of:

the principles and practices of electrical engineering; engineering mathematics; techniques and methods of designing electrical and electronic systems; provisions of the National Electrical Code; functions and uses of new materials and devices; and sources of engineering information.

Ability to:
prepare and review electrical plans and specifications for a variety of electrical systems; design complicated electrical layout and systems; conduct field studies inspections to ascertain adequacy of existing electrical systems and recommends improvements to existing electrical systems; analyze electrical designs and check engineering computations; conduct engineering research; interpret technical provisions of the Electrical Code; prepare engineering reports and correspondence; and establish and maintain

effective working relationships with engineers, architects, contractors, representatives from other governmental agencies and utilities, departmental staff, and the public.
