    Closing Date: 5/31/2024 4:30 PM CentralDescription The first level in the Utilities Series is responsible for the maintenance of all water\wastewater\stormwater equipment


    Responsibilities may include:
    water\wastewater\stormwater system repairs as assigned; inspecting all water\wastewater\stormwater system equipment and materials; and taking drinking water samples.

    Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITIESProvides skilled assistance in the maintenance and monitoring activities of the City's water, wastewater and stormwater systems and equipment, which includes:

    locating lines and performing visual inspections of sewer and storm sewer system; utilizing CCTV equipment; cleaning sewer and storm sewer lines, repairing and maintaining water distribution pipes, valves, meters, hydrants and other related equipment; and performing flushing operations.

    Performs field lab review and sample collection.

    Records information in a computerized maintenance management system (CMMS).Collects, prepares and enters system, water quality, and related data; compiles and prepares reports; and maintains records, files and work-related documentation.


    Performs related support functions, which includes:
    plowing snow; responding to customer inquiries; and monitoring inventory.
    Performs other duties of a similar nature or level.

    Examples of duties include, but are not limited to:
    Operates small engine equipment and light and heavy equipment in the maintenance of City infrastructure.
    Maintains, operates, and repairs public works buildings, facilities, and equipment, including light vehicle maintenance and repair.


    Maintains storm sewers:
    operates, inspects, troubleshoots, constructs, and repairs catch basins, curb and gutter, cleans culverts, ditches, ponds and related structures.
    Jets, rods, vacuums, flushes storm sewers.
    Manhole maintenance including rebuilding manhole casting and covers.
    Performs tree maintenance including tree trimming and/or removal.


    Maintains landscaping:
    Mows and aerates lawns, fields, and ditches, and maintains trees and shrubbery using light equipment.
    Prepares ground for seed, sod, planting, and/or lays sod.
    Manually digs holes and trenches.
    Assist with event management - setup, maintenance, take-down.
    Performs and documents safety inspections on public works equipment and buildings as required. OTHER DUTIES AND RESPONSIBILITIES 1. Responsible for working overtime, shift changes, emergency call outs, or to be on call as necessary or assigned.


    Normal working hours:
    Monday-Friday, 7:00 AM to 3:00 PM.2. Must be able to work outside of the normal work schedule and on call as needed. Will be required to plow snow after hours as conditions dictate.     Supplemental Information PHYSICAL REQUIREMENTSPositions in this class typically require:

    Heavy Work:

    Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to move objects.

    Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, chemicals, oils, extreme temperatures, environmental hazards and intense noises.

    MINIMUM REQUIREMENTSHigh school diploma or GED.One year of maintenance and light equipment operation experience.
    Class S-D Sewer license or ability to obtain within one year of employment.

    Current Minnesota Class A Commercial Driver's License within six months of hire or ability to obtain within six months of hire, unless extenuating circumstances exist and the City agrees to modify such requirement.

    DESIRABLE QUALIFICATIONSMunicipal experience in public works operations and maintenance including asphalt repair, snow plowing, sewer storm or water maintenance, tree trimming, and other related duties.

    One year of work experience in construction including carpentry, welding, landscape construction, masonry, pipelaying, or asphalt paving.
    Class D Water license.
    CDL Endorsements for Tanker and Air Brake.

    CITY CONTRIBUTIONFor 2024, the City contributes $1,490.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage.

    For 2024, the City contributes $706.00 per month for each full-time employee if medical coverage is waived. The City's contribution is pro-rated for part-time employees. MEDICAL INSURANCEThe City of Blaine offers a full cafeteria plan. All full-time probationary and regular city employees are eligible to participate.

    Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents under their plan.

    Specific plan information and related premium rates will be provided for the four health plan options at the oral interview.

    Employees may choose from four options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both single and family policies. DENTAL INSURANCESingle dental insurance is part of the core, but family dental insurance is available. All full-time probationary and regular employees are eligible. This dental insurance becomes effective on the first of the month following date of hire.

    The monthly premiums for single and family coverage is:

    PLAN SINGLE DEPENDENT/FAMILY HealthPartners $57.75 $113.07 LIFE INSURANCEBasic life in the amount of $50,000 is part of the core.

    All full-time probationary and regular city employees are provided with a term life, accidental death and dismemberment insurance policy.

    PLAN RATE The Standard $8.50 ADDITIONAL LIFE INSURANCEAvailable for family members of all full-time probationary and regular employees at low group rates from The Standard and/or PERA Life.

    LONG-TERM DISABILITYAll active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

    RETIREMENTRetirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits.

    The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employee's annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the city.

    EDUCATIONAL ASSISTANCEAll regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

    EMPLOYEE ASSISTANCEAll regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the city's expense. In certain instances, this benefit extends to the employee's immediate family as well. DEFERRED COMPENSATIONAll full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

    FLEXIBLE SPENDING ACCOUNTAll full-time probationary and regular employees are eligible to participate in the city's pre-tax flexible spending accounts for medical insurance premiums and/or dependent care costs.

    Specific rules and regulations govern use and eligibility.

    POST EMPLOYMENT HEALTH CARE SAVINGS PLAN (HCSP)The city has implemented the Minnesota State Retirement System HCSP, which requires employees to save money on a pre-tax basis to pay medical expenses and/or health insurance premiums after termination of public service.

    HOLIDAYSThe following eleven paid holidays will be observed by the city, New Year's Day, ML King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day,Christmas Day, 2 Floating Holidays.

    VACATIONVacation leave is accrued by all regular full-time employees.

    SICK LEAVESick leave is accrued by all full-time employees at the rate of four hours per pay period with a maximum accumulation of 960 hours.

    A minimum of one hour must be used per occurrence. BEREAVEMENT LEAVEAll probationary and regular employees are eligible for bereavement leave upon the death of an immediate family member. Employees may convert up to four days of sick leave per occurrence.
