Position Summary


Rice University's Baker Institute for Public Policy is seeking a Program Manager to direct the administrative operations of the institute's Executive Policy Research (EPR) Program.

The program provides intensive three-month training courses taught by institute experts covering critical elements of policy planning, analysis, evaluation and communication.


Under the supervision of the Program Director, the position will be responsible for developing and implementing operational plans to identify and meet program objectives.

The Program Manager will administer key program functions including recruitment, communications, participant support, scheduling, events and budgeting.

S/he will coordinate with program instructors and the Baker Institute administrative team to ensure efficient and effective operations in line with university and institute policies and procedures.

This position may also assist with fundraising activities to sustain the program. This position is term limited for two years, with the option for renewal based on program outcomes.

Proposed Hiring Salary:
The expected hiring salary for the position is $60,000 to $65,000 per year.


Required Qualifications

  • Bachelor's Degree
  • 2 years of professional related work experience

Preferred Qualifications

  • At least one year of experience managing an educational program or curriculum within a research organization or institution of higher education.
  • Knowledge of and interest in public policy

Essential Functions

  • Supports the creation and implementation of EPR program mission, objectives and strategies under the supervision of the Program Director
  • Manages all administrative operations for the Executive Policy Research Program, including curriculum development, marketing and recruitment, participant communication and support, expenses and budgeting
  • Serves as the primary point of contact for program participants and instructors
  • Prepares reports to monitor and evaluate program outcomes as assigned by the program director
  • Supports and attends, as needed, program orientations, seminars and events, including virtual information sessions, and other recruitment and networking activities
  • Maintains database of participant records

Additional Functions

  • May supervise Baker Institute interns assisting the program.
  • May assist with program fundraising activities.
  • Performs all other duties as assigned.
