Delta Solutions & Strategies is seeking a Document/Technical Writer for Naval Construction Group.


What you will be doing:


  • Draft Joint Capabilities Integration and Development System (JCIDS) documentation, statement of needs documentation, cross functional team (CFT) charters, and Capabilities Based Assessments (CBA).
  • Provide direct administrative and research support to the Program Analyst recommending efficiency enhancing technologies for test plans drafted and provided for approval as a draft plan for NCF/EXWC to test technologies discovered by the contractor during market research.
  • Works as part of a team providing Acquisition Management and Support to Naval Construction Group 1 (NCG1) and Naval Construction Group 2 (NCG1).
  • Works with the Program Analyst providing support to N38 Operations Department to technically articulate the government's requirements, supporting Expeditionary Warfare Improvement Program and Program Objective Memorandum (EXWIP/POM) with data analysis and data compilation and engaging with proposes technology solutions for Naval Construction Group ONE (NCG1) and Naval Construction Group TWO (NCG2).
  • Collaborate with stakeholders to identify, document and form a prioritized list of all project requirements
  • Organize project requirements into major task areas and subtasks to satisfy each government generated requirement
  • The requested process shall consider task interdependencies, stakeholder involvement and the level of effort required
  • Develop a Plan of Actions and Milestones (POA&M) for government approval to be further reviewed by key stakeholders and incorporate feedback and edits
  • The final POA&M should set the project direction and will be reviewed at In Progress Reviews (IPR) to keep NCG1 abreast of project progress, IPRs occur approximately weekly and focus on approaching milestones, issues/concerns (risks) and recommended resolutions and mitigations of technology insertions
  • Coordinate with Program Analysts and meet with NCG1/2 to make a recommendation on researched technologies as to whether new technologies are worthwhile to pursue
  • Identify and make recommendations on equipment systems to be captured and conduct ongoing interviews and/or focus groups with Subject Matter Experts (SME) for each assigned document development. The focus of this task is to capture relevant operational, logístical and maintenance procedural data for the document development and conduct indepth analysis on the collected data. Throughout this process, SMEs will iteratively review all findings and conclusions of the contractor to ensure accuracy of results
  • Review existing requirements documentation covering other NCG1/NCG2 materiel and nonmateriel capability solutions to ensure the deliverable requirements documents contain the requisite information and incorporate applicable standards
  • Build a final Statement of Need deliverable in accordance with the Naval Force Constructions Operations Training Guide
  • Throughout document development, provide NCG1/NCG2 and other germane stakeholders an opportunity to review the document structure and content to ensure it can be used specifically for introduce and insert new technologies
  • Statement of Need should include supporting evidence of consolidated results and analyses into a final written document based on the JCIDS manual requirement for DCRs/CDDs and NECC guidance on requirements document development
  • Development of potential Key Performance Parameters (KPP) and Key System Attributes (KSA) will be identified in conjunction with the client and key stakeholders consistent with the JCIDS Manual recommendations
  • Throughout the course of each project, IPRs will facilitate the discussion and review of findings, while also informing the documentation development. A summary brief is created for NCG1/NCG2to present to stakeholders to ensure understanding of all key findings and facilitate discussions on future planning initiatives
  • Communicate with approximately four activities in order to attain information to complete JCIDS documentation, statement of needs, CFT charters, and CBAs
  • Utilize research and analysis documentation generated under all tasks above to assist the N3 department in the preparation and submission of the EXWIP POM requirements. Research is summarized in a single live slide for EXWIP POMs and delivered the COR in writing which is prepared over a 3month period once per year

What you will need:


  • At minimum a bachelor's in science or engineering field
  • Minimum of 5 years technical writing
  • 5 years of experience with NECC is desired, specifically NCF, force operating concepts and NCF technology STOs
  • 5 years of experience performing analysis and developing JCIDS documents for Departments of the Navy, Army or Air Force
  • 5 years of experience in development of threshold and objectivelevel metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Perf
