Job Description:

The Texas Health and Human Services Commission (HHSC) is looking for highly qualified candidates to fill the role of Database Administrator II in the Access and Eligibility Services (AES), specifically within the 2-1-1 Texas Information and Referral Network (TIRN).

AES aims to connect Texans with the necessary assistance in areas such as food, medical care, and social services through the TIRN, which provides information and referrals online and via phone 24/7.

Reporting to the 2-1-1 Texas Information and Referral Network Program supervisor, the Database Administrator II is responsible for planning, developing, maintaining, and monitoring the integrated TIRN database and related applications.

Key responsibilities include managing technical projects, communicating project updates to stakeholders, analyzing database policies, and coordinating information exchange between different parties.

The role may involve overseeing the database, reporting, resources, emergency management, and training experts.

Responsibilities are carried out with minimal supervision, allowing for significant initiative and independent decision-making.

Essential Job Functions:

Designing, developing, maintaining, and testing the 2-1-1 Texas Information and Referral Network (TIRN) database, websites, and applications in collaboration with HHSC IT and technology contractors
Formulating project plans for database and technology application enhancements
Analyzing upgrade feasibility, cost, and compatibility
Coordinating communication and meetings between program staff and partners

Additionally, the role includes disaster response and recovery obligations that may require alternate shift patterns or locations.

Knowledge Skills Abilities:

Database development, design, and monitoring knowledge
Data analysis skills and project management expertise
Proficiency in Microsoft Office and other software
Ability to train, communicate effectively, and lead teams
Understanding of information and referral standards and relevant laws

Knowledge of the AIRS Taxonomy and Professional Standards for Information and Referral and the 2-1-1 TIRN program is advantageous.
