- Contractual oversight and supervision of operational areas related to Health & Nutrition, Safety & Transportation, and all Facilities for Child Development Program.
- Recommend timelines and resources needed to achieve the program goals and meet deadlines.
- Provide leadership in the development of inter-team communication and cohesiveness.
versight of Eligibility, Recruitment, Selection, Enrollment & Attendance (ERSEA) process. Demonstrate consistent quality of finance, and administration systems. - Oversight of Governance & Management systems and operations for the department working closely with MAAC's Parent Policy Council.
- Lead the program efforts in external relationship engagement.
- Formalize agreements for student learning and internship programs with local, state and national universities.
- Ensure the program has systems to respond to federal, state, and local audits. Coordinate the actions of all federal audits and work with the Director for state and fiscal audit preparedness and execution.
- Manage higher-level a gency affairs that supersede programmatic responsibility or support the structure that allows for economy of scale operations and high levels of accountability and quality assurance throughout the organization.
- Coordinate regularly with the Marketing and Communications Department to ensure MAAC's brand is consistent within the Child Development Program.
- Collaborate with the Director of Evaluation and Learning for the duties assigned to the Quality Assurance Manager and Data Manager.
- Act as Chief of Early Childhood Education Officer's point of contact for the Information Technology needs of the Child Development Program.
- Comprehensive program management such as Head Start Performance Standards, State Preschool Standards, Community Care Licensing regulations, and other related federal regulations.
- Theory, principles, practices, and techniques of business, financial and personnel administration.
- Administering complex laws, regulations, rules and practices including Federal and State contracts and grants.
- Managing and writing grant submissions.
- Working with complex budgets, budget planning, monitoring, including developing spreadsheets, and methodologies for tracking donations such as In-Kind.
- Management and leadership principles; ability to effectively supervise, direct and evaluate staff.
- Principles and practices of management and supervision: principles and practices of program administration, including budgeting; fiscal management and knowledge of local, state, and federal regulations regarding areas of responsibility including but not limited to ERSEA procedures for support service staff and Head Start Performance Standards.
- Child development and education practices and trends; prevention programming, family counseling, mental health counseling, public health and primary health care including an extensive knowledge and understanding of human relationships, activities and participation in community, family and youth organizations.
- Exercise sound, independent judgment within general policy guidelines. Operate a computer, spreadsheet and database software applications, and operate other standard office equipment. Communicate clearly and concisely both orally and in writing with people of various educational, social-economic, and cultural backgrounds.
- Develop, implement and administer operating and/or capital budgets.
- Prepare and present analysis and recommendations to a variety of audiences.
- Demonstrate superior computer skills, including Internet operations and various Microsoft applications or equivalent software.
- Effectively supervise, direct and evaluate staff.
- Read, write and analyze reports and complex financial data.
- Effectively manage and facilitate meetings using a shared decisions making approach.
- Interpret Head Start Performance Standards and other Federal and State regulations, including the ability to assist others to comply with Federal Regulations.
- Supervise complex, critical program operations.
- Relate positively and effectively with staff and families of various cultures, disabilities and socio-economic backgrounds.
- BA/BS in Child Development, Social Work, Business, Marketing, or a related discipline;
- Masters' Degree with emphasis in Child Development, Program Administration, or a closely related field is desirable.
- A minimum of three (3) years of progressively responsible experience in child development, a behavioral health program, or program administration & management in a paid administrative and supervisory/management capacity
- A minimum of one (1) year of grant writing and/or grant management highly desirable
- The ideal candidate will be bilingual in English and Spanish with the ability to relate to a wide socio-economic and diverse group.
- A Program Director Permit is highly desirable.

DEFINITION
The Associate Director – Operations for MAAC's Child Development Program oversees the general management of all program support areas generally and those specifically assigned, which includes program development, delivery, and evaluation, as well as supporting, budget setting, operations, knowledge management, and internal and external relationship management for our Child Development Programs. The Associate Director – Operations will be thoroughly committed to the agency's strategy and mission and will demonstrate supportive, positive and engaged leadership, coaching and problem solving and strong demonstrated success in managing internal and external relationships.

HEALTH STATUS
Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

BACKGROUND CLEARANCE
All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.
Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.
TRANSPORTATION
Must have and maintain a valid California Driver's License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC's insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
