Minimum Qualifications

Permanent Transfer:

Current NYS Department of Health employee with permanent or contingent-permanent competitive service as an Associate Health Care Fiscal Analyst, SG-23; OR a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-21 or higher, and eligible for transfer to under Section 70.1 of the Civil Service Law.


Preferred Qualifications:
Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in healthcare and trend analyses.


Duties Description


Ensuring managed care plans submit provider contracts that comply with state and federal requirements, including methodologies for confirming member attribution, target budgets, performance payments, and shared savings and/or losses.

In addition, ensure contracts comply with the State Statute, Regulations and published contracting guidelines as such relate to the financial stability and solvency of the Managed Care Organization.

Reviewing MCO quality improvement contracts for safety net hospitals in relation to existing and new initiatives.


Evaluating the timeliness and accuracy of MCO financial reports submitted by the MCOs to include monitoring the financial condition, analysis of fiscal operations and compliance with fiscal reporting requirements, reserve and escrow fund requirements and related laws, regulations and policies and other duties as assigned.

Supervise a team engaged in financial analysis and review.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
