Position Summary:
Position responsible for all call taking and dispatch functions within fire, EMS, and law enforcement disciplines. coordinates staff scheduling with Dispatch Captains to ensure adequate coverage. Provides direct supervision to Dispatch Captains. Position reports to the Deputy Director, but interfaces with the Director on a regular basis. The work of this class involves supervisory duties and responsibilities.


Position Responsibilities:1. Manages daily operations and activities of the Communications Division. 2. Prepares recordings and reports for various agencies, including but not limited to the State's Attorney's Office, Law Enforcement, and fire/EMS services within the County. 3. Ensures performance of all personnel is evaluated fairly. 4. Updates and modifies standard operating and daily operational procedures. 5. Advises on the development and maintenance of quality management and assurance programs. 6. Works in conjunction with state and local agencies to continuously develop and manage emergency communications functions; ensures communications operation within local, state and Federal guidelines. 7. Maintains and coordinates programming for the Computer Aided Dispatch (CAD) system to include unit maintenance, GIS mapping, unit recommendations, International Academies of Dispatchers (IAED) call codes and responses. 8. Contributes to Department strategic planning efforts and maintains all division goals and initiatives. 9. Interfaces regularly with other emergency agencies, Department employees, local and County officials, and the general public to coordinate activities and to promote the vision and mission of the Department.

  • Minimum Qualification Requirements_

Education:

Associate's degree in emergency services, business administration, or related field. Bachelor's degree is preferred.


Experience:

Minimum of five (5) years' professional experience in the field of emergency services.

Minimum of three (3) years supervisory experience in which a minimum of two (2) years were at the level of Captain or comparable experience.


Certificate(s) and/or License(s):1. Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. 2. International Academies of Dispatchers certifications (Emergency Fire Dispatcher, Emergency Police Dispatcher, Emergency Medical Dispatcher, Emergency Fire Dispatcher - Quality Assurance, Emergency Police Dispatcher - Quality Assurance, Emergency Medical Dispatcher - Quality Assurance). 3. Maryland Fire and Rescue Institute Leadership I, II, and III, or equivalent. 4. USFA Courses for Management, or equivalent. 5. Emergency Vehicle Operator certification (EVOC) 6. Position requires maintenance of all required certifications and licenses throughout employment.


Knowledge, Skills & Abilities: 1. Ability to supervise and to evaluate the work of others. 2. Knowledge of practices and methods of emergency communications. 3. Ability to speak in a group or public setting. 4. Ability to work under stress. 5. Ability to prepare and interpret statistical, analytical, and financial reports. 6. Ability to communicate effectively with others, both orally and in writing. 7. Ability to establish goals and work towards them in a logical and strategic manner. 8. Interpersonal skills to counsel and supervise employees and work with the general public. 9. Knowledge of computer operations and programs, including but not limited to Microsoft Office. 10. Ability and willingness to work alternate shifts. 11. Knowledge of Cecil County and surrounding area geography, and locations of emergency facilities. 12. Ability to be called in with little to no notice for Emergency Operations Center activation


Pay:
$69, $110,919.11 per year
